Meade, Arch 11, Inc., 2709 Spruce St., Boulder, CO shared a display model of the project during <br />his discussion. He provided detail of the project by addressing six concerns that been identified during <br />the preliminary review hearing. The applicant meet with the City Staff to address the traffic movement <br />in the adjoining alley. They concluded that it would be a benefit to redirect traffic or make it one-way. <br />They do plan to monitor the traffic after construction to determine if other modifications are necessary. <br /> <br />Meade requested that the Commission grant to the following parking reduction as discussed with Mr. <br />Wood: Require the project have 20 spaces, splitting the difference in the 21 calculation and the 19 <br />numbers. Allow 15 on site. Two of those spaces are to be shared. They will be used by permitted <br />residential occupants between 6 PM and 8 AM. During business hours, these spaces will be limited to <br />15 or 30 minutes parking only. This will allow quick parking for retail customers and ensure that a <br />space will often be available for them. The 15 spaces then effectively operate like 17. The remaining <br />spaces required are reduced from 4 to 3. These three spaces would be purchased in lieu as allowed by <br />City Code. Meade also stated that the entire site is handicapped accessible. <br /> <br />Meade supported the statement by Wood that the lighting concerns had been addressed by the applicant <br />and the City Staff. <br /> <br />The bulk of the rest of the discussion by Meade centered on the selection, area and application of the <br />materials, form and scale of the project. <br /> <br />Commission Questions: <br />Loo requested clarification of the color palette. <br />Meade used a display board to discuss the palette. <br /> <br />Kalish addressed concerns with the roofline of the south building. <br />Meade discussed the different roof forms that had been considered and the length of the roofline at 40 <br />feet is less then a building across the street. <br /> <br />Robson ask which of the display is more accurate – the drawing or the model. <br />Meade: The drawing. <br /> <br />Members of the Public: <br />Nancy Love, 841 Front St, representing the Downtown Business Association (DBA). When the project <br />was first presented the DBA was not supportive but the architect, and the owner have worked with <br />representative of the DBA and the City in addressing numerous concerns. The DBA is now excited <br />about the project. They do not want to micro-manage the project. They are excited about the new <br />business opportunities and residential units for downtown Louisville. <br /> <br />Alicia Mahoney, 1101 Jefferson Ave, representing the Historic Preservation Commission (HPC). She <br />thanked the staff for giving the HPC the opportunity to review the plans and to offer comments. She <br />came this evening to express some concerns regarding the architecture style.
