Regular Business – Public Hearing Items <br /> <br /> Resolution No. 16, Series 2003, Hobby Lobby Stores, Inc., <br /> an amended final PUD <br />development plan to allow an increase in maximum letter height for the Hobby Lobby <br />sign, 1645 South Boulder Road, Lot 2, Louisville Plaza Filing No. 1, Replat ‘A’ (formerly <br />Kmart). Case #03-012-FP. <br /> <br /> <br />Case Manager: Jeffery Martell, Planner II <br /> <br /> <br />Applicant: Hobby Lobby Stores, Inc. <br /> <br />Conflict of Interest and Disclosure: <br />McAvinew requested the Commissioners to disclose conflicts of interest. None were given. <br /> <br />Public Notice Certification: <br />McAvinew requested of Staff public notice verification. Jeffery Martell, Planner II and case <br />manager stated that full public notice was published in the Boulder Daily Camera on July 27, 2003 <br />and posted in City Hall and mailed to the adjacent property owners on July 25, 2003. <br /> <br />Staff Report of Facts and Issues: <br />Martell reported that the case before the Commission is a final PUD development plan <br />amendment request to allow a larger letter height on the Hobby Lobby, Inc. store sign. The store <br />will be located in the former Kmart building which is the Anchor Store A on Lot 1, Louisville <br />Plaza, Filing No. 1. Anchor store B is the King Soopers store. The sign is to be located on the <br />south-facing wall immediately above the new entrance of the Hobby Lobby store. It would be <br />one set of illuminated, pan-channel wall letters. <br /> <br />Final approval of the Hobby Lobby tenant finish building permit was made on April 18, 2003. <br />The 91,000 SF vacant Kmart store is to be split for two tenants. The Hobby Lobby store is to be <br />located in the western portion and will be approximately 59,000 SF of the original space. <br /> <br />Martell reported that Chapter 7 of the Commercial Development Design Standards and Guidelines <br />(CDDSG) that were adopted in 1997 will be used to review this application. The CDDSG <br />standard is for 24-inch high letter characters as stated in Section 7.2.C.4. Other pertinent sections <br />of the CDDSG are: Section 7.2.A.1; Section 7.2C.2; Section 7.2.C.4; Section 7.4.C; Section <br />7.5.B.1; and Section 7.5.B.2. All of the above listed sections are met with the request expect <br />Section 7.2.C.4 that states: “Character heights for commercial retail and office signs shall be <br />limited to a maximum height of 24-inches.” <br /> <br />Martell stated that the original request when presented to Staff was for 54-inch letters. They have <br />since done extensive revisions and are requesting the 36-inch letter height. With the revisions as <br />presented Staff believes that the request for an amendment to the existing PUD is acceptable. <br /> <br />Martell reminded the Commission that the PUD amendment is for the entire Kmart building only, <br />which would include the signage for the other store that would occupy the balance of the building. <br />! <br />He advised the Commission that the BigLots store that is slated to occupy the other portion has <br /> <br />2 <br /> <br />
