<br />Approved – September 18, 2003 <br />come to the City with a Building Permit for a request to install 60-inch high letters. Martell <br />! <br />presented a letter from BigLots and requested it be entered into record. <br /> <br />McAvinew requested a motion. Pritchard moved and Robson seconded the motion to enter the <br />letter into record. Motion passed with unanimous voice vote. <br /> <br />Staff is recommending approval of Resolution No. 16, Series 2003 with three conditions: 1) All <br />new store identification signs proposed for the former Kmart building are to limited to 36-inch <br />high, individually lit, pan-channel letters. Business logos are to be included in this 36-inch <br />limitation. 2) Two lines of sing text are permitted if the total of the two lines does not exceed the <br />36-inch letter height. 3) If a second, separate store entity is located within the anchor store, i.e. <br />! <br />Hobby Lobby / BigLots, any sign letters proposed shall be reviewed and approved <br />administratively by the Planning Department Staff and shall be limited to 12-inch high, individually <br />lit, pan-channel letters, 5 inches deep. Business logos are to be included in this 12-inch limitation. <br /> <br />Commission Questions: <br />McAvinew asked why would this request apply to the entire Kmart building when Hobby Lobby <br />is the applicant. <br />Martell explained that the public notice was done to represent the entire building and not just a <br />portion of the building. <br /> <br />Debra Kalish asked who owns the building. <br />Martell replied that Somerset Limited Partnership owns the building and they have signed the land <br />use application giving their approval of the request. <br /> <br />Kenneth Johnstone, Principal Planner, clarified for the Commission that the notice provided the <br />legal description of the property and by including the entire building it avoids future applications <br />with similar requests. <br /> <br />! <br />Kalish asked if anything would prevent BigLots from coming forward with another request. <br />Martell replied that it would not and that Staff is concerned with the numerous requests that are <br />coming forward for larger signs. Many of the big box retails are wanting larger signs. He <br />reminded the Commission that the original Kmart sign was for 618 SF and the requested Hobby <br />Lobby sign is for 88.5 SF. <br /> <br />Kalish asked Johnstone what the reasoning was for a 24-inch size limit in the CDDSG. <br />Johnstone stated that it was to prevent sign letters from being taller than needed simply to fill in <br />the SF maximum allowed. <br /> <br />! <br />Scott Robson requested a clarification. If the 36-inch height is approved and the BigLots store <br />accepts the height, then do they have to come forward with another sign amendment to the PUD. <br />Martell replied that if the 36-inch height is approved it is being approved for the entire building <br />that was once occupied by Kmart. <br /> <br />Bill McDermott expressed concern that we need to identify the building as now two buildings and <br />! <br />suggested Building A1 (Hobby Lobby) and Building A2 (BigLots). <br /> <br />3 <br /> <br />
