Regular Business – Public Hearing Items
Lipton reminded the Commissioners that the public hearing items before the Commissions were
items that had been scheduled for the February 10, 2004 meeting but either could not be heard or
only partially heard because of the length and time of the meeting. The Commission had also
decided to hear the RTD request first and then hear the remainder of the Centennial Loft
Pavilions.

Resolution No. 6, Series 2004, Regional Transportation District – Louisville /

Superior Park n Ride
, an amended final PUD development plan and special review use
for an RTD Park n Ride facility utilizing existing parking spaces at the Colony Square
Theater, and including a new pedestrian bridge crossing US 36. Case #04-003-FP.

Case Manager: Jeffery Martell, Planner II

Applicant and Owner: Regional Transportation District

Representative: Jeffery Miessel and John Shonsey

Public Notice Certification:
Lipton called fro Public Notice Certification from Staff.
Jeffery Martell, Planner II, stated that the public notice was published in the Daily Camera on
January 25, 2004 and posted in City Hall and mailed to the surrounding property owners on
January 23, 2004. It was reposted in City Hall after it was continued from the February 10, 2004
meeting.

Conflict of Interest and Disclosure:
(Lipton did not ask the Commissioners for conflict of interest nor disclosure comments.)

Staff Report of Facts and Issues:
Lipton requested that Staff present the facts and issues.
Martell briefly reviewed the contents of the packet that had distributed for the February 10
meeting to confirm that each Commissioner had copies of the necessary information.
Martell stated that the requested before the Commission is a request to amend the Colony Square
Final PUD to allow for the construction of a stairway structure, elevator, bridge abutment and
plaza area sidewalks associated with a pedestrian bridge and RTD Park n Ride at US 36 and
McCaslin Boulevard. He reminded the Commission that the proposal is be reviewed by both the
City of Louisville and the Town of Superior because the pedestrian bridge will connect the two
parking lots and bus stop areas. The site for the Louisville portion of the plan is located on City
property directly south of the Colorado Cinemas parking lot, on Tracts A and B (open space)
which is approximately 2.26 acres in size).

Martell referenced and reviewed Section 17.28 in the City of Louisville Municipal Code
regarding discusses related to PUD amendments. The amendment request is to change the
adopted PUD in regard to parking, traffic flow, density and open space, thus the reason for this
review.
2
