Case #0014-UR. <br /> <br />Case Manager: Kenneth Johnstone, Principal Planner <br /> <br /> <br />Applicant: Family Recovery Centers <br /> <br /> <br />Representative: Dave Larsen <br /> <br /> <br />Owner: CTC Commons, LLC (O’Connor Development) <br /> <br />Lipton introduced the case before the Planning Commission. <br /> <br />Conflict of Interest and Disclosure: <br />Lipton asked the Commissioners for any conflict of interest or disclosures. <br /> <br />Commissioner Debra Kalish disclosed that the law firm that she works for had represented the <br />owner of the building in the past, but they had not worked with the owner since 1999. The <br />Commission agreed that she did not have to excuse herself from the public hearing. <br /> <br />Public Notice Certification: <br />Lipton asked Staff for Public Notice Certification. <br /> <br />Kenneth Johnstone stated that the public notice was published in the Daily Camera on June 27, <br />2004 and posted in City Hall and mailed to the surrounding property owners on June 25 for the <br />July 13, 2004 Planning Commission meeting. The case was continued to the July 22 meeting so a <br />courtesy notice was posted in City Hall. <br /> <br />Staff Report of Facts and Issues: <br />Lipton asked Johnstone for a Staff Report of facts and issues. <br /> <br />Johnstone provided the following points related to the site: <br />The application is for a Special Review Use (SRU) to allow a non-industrial use of a <br /> <br /> <br />portion of an existing building. <br />Resolution No. 18, Series 2004 is a resolution approving a SRU for a 6,200 SF private <br /> <br /> <br />center offering counseling, after school and evening programming for teenagers (and <br />their parents) recovering from substance abuse problems – Family Recovery Centers. <br />st <br />Located at 385 S. Pierce Ave.; Lot 9, Block 7, CTC 1 Filing; built in 1988. <br /> <br /> <br /> <br />Johnstone continued with a brief discussion that emphasized the private nature of the center and <br />its operation on a program registration basis, not a drop-in basis and is not open to the general <br />public, including the evening and weekend special events. <br /> <br />Johnstone then discussed the parking requirements in relation to the times of program offerings <br />at the Center. Twenty-five spaces is the peak estimated demand from 3:00 to 5:00 p.m. and 54 <br />spaces could be needed from 7:00 to 11:00 p.m. for evening support groups and associated <br />activities. The existing site has approximately 86 parking spaces based on the site plan provided <br />and staff observations. In an effort to address the potential parking shortfall, the applicant and <br />owner have indicated that there is an ability to share parking from the project immediately west <br />2 <br /> <br /> <br />
