APPROVED – MARCH 10, 2005 <br />Lipton requested that the applicant presentation allow the Commissioners to ask questions during <br />the presentation instead of waiting until the end. <br />The applicants agreed to that procedure change. <br /> <br />Bill Simmons, City Manager, provided an overview of the project and how the City Library <br />project has evolved. He then introduced those that will make presentations to the Planning <br />Commission. <br /> <br />Joe Poli, Humphries Poli Architects, reviewed the project with the following major points: <br /> <br /> <br />Highest height of the building is on the north side of the building, which is away from <br />Spruce St. and Front St. <br /> <br /> <br />Below grade parking <br /> <br /> <br />Traffic control will be achieved by the following: <br />The top of the exit ramp will have directional signs to exit to the east. <br /> <br /> <br />Alley posted one-way. <br /> <br /> <br /> <br /> <br />Signage details for the wall mounted entrance will be ground lit and above the door <br />will be backlit. <br /> <br /> <br />Reviewed the material elements of the building, landscaping, lighting and parking. <br /> <br />Deborski asked how functional the trash pick-up process will be. <br />Library staff stated that it will be no different then what the Library currently has. <br /> <br />Pritchard asked if the trash enclosure had doors. <br />Poli stated no. <br /> <br />Loo asked what is in the area of the bay windows on the north side of the building. <br />Poli stated that is an adult reading room. <br /> <br />Pritchard stated the following concerns: drainage of the surface parking, particularly for the <br />winter months; signage in the parking lot needs modifications; how the exit functions from the <br />garage to the alley; and the need for handicapped parking spaces in the below grade parking <br />structure. <br /> <br />Pritchard asked for a status of the available parking for the downtown during construction. <br />Alan Antolat, Adolfson Peterson Construction, explained that a meeting had been held on <br />January 13 with the Downtown Business Association and property owners. Approximately 130 <br />cards were mailed two weeks prior to the meeting and five people attended. She also explained <br />the plan that was developed by the Public Works Department and the temporary establishment of <br />one-way streets and some diagonal parking instead of parallel parking. <br /> <br />Pritchard suggested that perhaps the plan was feasible enough to be considered a permanent <br />solution to some of the parking problems in downtown. <br /> <br />McDermott asked for a clarification of the construction meetings that are planned. <br />Antolat explained that they are designed for the construction company and not the public. <br />4 <br /> <br /> <br />
