APPROVED – MARCH 10, 2005 <br /> <br />Kalish stated that she supports the project, believes that the Library will be a critical element to <br />the downtown area of Louisville. She requested that the height waiver request be included in the <br />motion of approval. <br /> <br />McAvinew stated that he supports the location in downtown. He requested that the height issue <br />for downtown be addressed with a review of the current ordinance. He also noted that the square <br />footage of the request is not consistent and should be corrected prior to submittal to City <br />Council. <br /> <br />Lipton agreed that the site is a difficult one to build on but believes that the architect has done a <br />good job and he will support the approval of the project. He requested that the following <br />conditions be added: <br /> <br />1)Handicap parking be located in the below grade parking structure. <br /> <br />2)The architectural feature above the window on the northeast corner (north side) be <br />eliminated. <br /> <br />Loo supports Lipton’s request for some of the handicap parking to be located in the garage. She <br />expressed that she would like to see more landscaping in the parking lot and the plaza area. She <br />also suggested that the plaza would be an excellent location for the City to consider adding Art in <br />Public Places. She requested that the issues brought forth this evening from the adjacent property <br />owners be addressed in a timely manner. <br /> <br />Pritchard stated that the building is very attractive. He also stated that the location is not in the <br />best interest of the downtown with regards to the long term effects of the parking and building <br />height. He stated he would not support the approval of the application. <br /> <br />Kalish moved and Lipton seconded a motion to approve Resolution No. 25, Series 2004 a <br />resolution recommending approval of a final planned unit development (PUD) development plan <br />and a special review use (SRU) for a 32,229 square foot, two-story, public library, with surface <br />parking and a one-level below grade parking structure with the following conditions: <br /> <br />1.The City of Louisville will deposit money in the Downtown Parking Improvement <br />fund as part of this project in an amount of $3,600 multiplied by the parking space <br />deficit. <br /> <br />2.Before the final PUD goes to City Council the signage plan detail shall be fully <br />described by the development plan. <br /> <br />3.Some portion of the handicapped parking shall be located in the underground <br />parking location. <br /> <br />4.The parking sign located on the south elevation shall be removed. <br /> <br />Lipton offered a friendly amendment that would remove the lighter brick element above the <br />window on the northeast corner (north side of building). <br /> <br />Kalish did not accept the friendly amendment. <br /> <br />6 <br /> <br /> <br />
