Planning Commission <br />Meeting Minutes <br />JULY 14, 2005 <br />Page 2 of 9 <br /> <br />Regular Business – Public Hearing Items <br /> <br />Resolution No. 16, Series 2005, Fordyce Auto <br />, a final planned unit <br />development (PUD) development plan and an amended special review use <br />(SRU) to expand the current auto body repair, lube center and office/reception <br />area on Lot 1 by 1,830 SF and to construct a new 2,351 SF brake and muffler <br />service building on Lot 2, for a total building area of 8,432 SF on Lots 1 and <br />2. 1655 Cannon Circle, Lots 1 and 2, Crystal Estates, Replat ‘A’. Case #05- <br />013-FP/UR <br /> <br /> <br />Applicant and Owner: Gordon Fordyce <br /> <br /> <br />Representative: Peter Stewart <br /> <br /> <br /> <br />Case Manager: Paul Wood, Planning Director <br />Conflict of Interest and/or Disclosure: <br />None heard. <br />Public Notice Certification: Published in the Daily Camera on June 26, 2005 and posted <br />in City Hall and mailed to the surrounding property owners on June 24, 2005. The agenda <br />for the meeting was posted on the City’s web site, City Hall, the Louisville Public <br />Library, the Recreation Center and the Courts and Police Department Building on <br />Thursday, July 7, 2005. <br />Staff Report of Facts and Issues: <br />Wood provided the following summary: <br />A final PUD amendment to the Crystal Estates PUD (Fordyce Auto Center) and <br /> <br /> <br />special review use (SRU). <br />Background information for the newer Commission members included the <br /> <br /> <br />following points: <br />Initial Crystal Estates Subdivision platted in October 1988 for a single lot. <br /> <br /> <br />No public dedications were made with the subdivision. <br />A subdivision agreement was executed to secure and install public <br /> <br /> <br />improvements for Cannon Circle and HWY 42. Final acceptance from the <br />City has not been granted. <br />To be developed in two phases. <br /> <br /> <br />Phase I – 5,275 SF Auto Body Repair Shop. <br /> <br /> <br />Phase II – 3,125 SF second story addition with 40 parking spaces, <br /> <br /> <br />8 of which were inside the buildings on-site. <br />1990 Crystal Estates Subdivision Replat A – <br /> <br /> <br />Currently in effect for the site. <br /> <br /> <br />Property replatted into two lots. <br /> <br /> <br />Dedicated drainage and utility easements on the south boundary property <br /> <br /> <br />line. <br />A shared access easement to create a shared access for Lots 1 and 2. <br /> <br /> <br />32 parking spaces to support Phase I and a total of 44 spaces to support the <br /> <br /> <br />project at build out. (23 exterior, on-site spaces; 5 impound area; and 16 <br />inside the auto body shop) <br />Notes on the PUD intended to control the parking and screening of <br /> <br /> <br />employee vehicles as well as inoperable or wrecked vehicles were: <br /> <br />
