Planning Commission <br />Meeting Minutes <br />JULY 14, 2005 <br />Page 4 of 9 <br /> <br />The concern that the existing auto body operations have not been <br /> <br /> <br />conducted in compliance with the provisions of the 1990 PUD. <br />Signage summary: <br /> <br /> <br />Regulated by the Commercial Development and Design Standards and <br /> <br /> <br />Guidelines (CDDSG). <br />Staff recommends revising the PUD to reflect a 10’ setback for the <br /> <br /> <br />pedestal sign. <br />Architecture summary: <br /> <br /> <br />The expansion of the existing auto body shop should utilize the same type <br /> <br /> <br />of CMU block to match the existing block. <br />The freestanding building should utilize a greater variety of material types <br /> <br /> <br />and architectural detail than the existing building. <br />Architecture conditions as follows: <br /> <br /> <br /> <br />1)The CMU block should reflect a dimension and texture and <br />color to simulate a brick masonry construction. Row coursing <br />on the building elevations should utilize an accent brick <br />treatment to provide greater architectural detail. <br /> <br />2)The east building elevation should reflect the addition of <br />glazing. <br /> <br />3)The architectural elevations should reflect roof mounted HVAC <br /> <br />units. All HVAC units shall be fully screened. <br />Special Review Use summary: <br /> <br /> <br />Reviewed the proposed HWY 42 Revitalization Plan (42-RACP), and how <br /> <br /> <br />the proposed project complies with the 42-RACP. <br />Staff recommends approval of a final PUD development plan amendment and a <br /> <br /> <br />special review use with the following seven conditions: <br /> <br />1)In conjunction with the Final PUD/SRU review, the applicant shall <br />execute and record a covenant and agreement to hold Lots 1 and 2 as one <br />parcel. Such instrument shall be completed prior to recordation of the <br />PUD and SRU documents. <br /> <br />2)Eliminate notes #3 and #5 on the PUD. The outstanding public <br />improvement obligations for Cannon Circle are specified in the executed <br />Crystal Estates Subdivision Agreement. <br /> <br />3)The applicant shall add a note to the PUD which states, ‘The Final <br />PUD/SRU Site Plan should be modified to reflect a physical barrier to <br />limit vehicular access onto Highway 42 from Cannon Circle to right- <br />in/right-out turning options. The design of this barrier shall be subject to <br />Public Works Department review and approval and shall be constructed <br />at the applicant’s expense.’ <br /> <br />4)The applicant shall revise the PUD to reflect a 10’ setback from the east <br />property line for the pedestal sign. <br /> <br />5)The applicant shall revise the PUD to add a note which states, ‘Auto body <br />repair shall not be a permitted use for the building on Lot 2 which is <br />designated on the PUD as ‘Brake and Muffler’. <br /> <br />
