City Council <br />Study Session Summary <br />January 21, 2014 <br />Page 3 of 4 <br /> <br />Councilmember Lipton said it will require enormous effort to do a study of the <br />flow of Co <br />golf course built on a flood plain. He asked what is the process timing of doing <br />some level of engineering and can we integrate it into the fix? <br /> <br />City Manager Fleming said some of the work has been done. Based on the <br />project analysis, he thought some of the issues were being addressed. <br /> <br />Director Stevens said perhaps Public Works should be brought in to put numbers <br />to a solution. A plan will need to be pulled together between now and July when <br />seeding is anticipated. The City will need to coordinate with other jurisdictions ie: <br />Urban Drainage. <br /> <br />Councilmember Loo asked if it is known anecdotally how many other areas have <br />issues. Gambon responded holes #3/4, 15, 11, 12 and 9. <br /> <br />City Manager Fleming said Public Works Director Kurt Kowar has said Public <br />Works needs additional data to determine the full impact and it could take <br />months. Parks and Recreation Director Stevens added FEMA requirements <br />could add time to the project. <br /> <br />GCAB member Sandy Stewart said there may be a way to do some alleviation of <br />issues and urged Council to have staff take a look. <br /> <br />Brian Allen, 575 Augusta Drive said some simple things can be done to alleviate <br />d to be a full scale <br />mapping, just some simple changes. <br /> <br />work? <br /> <br />Mayor Muckle said he thinks we should fix the drainage issues and would like to <br />see if our engineers can give a reasonable opinion on simple fixes to take <br />advantage of economies of scale. <br /> <br />Gambon reported that the GCAB is comfortable with the proposed redesign. <br /> <br />City Manager Fleming said that FEMA coverage is 75% for elements that are <br />reconstruction, excluding improvements and including mitigation. He said the <br />Zurich, Western Golf Properties (WGP) insurer has confirmed that checks for <br />over $300,000 have been made out jointly to WGP and the City of Louisville. <br /> <br />Councilmember Keany stated that it makes sense to fix holes # 8, 11 and 12 <br />now. <br /> <br />City Manager Fleming said that LU and their consulting engineer and our <br />engineer will do everything within their power to do an analysis. <br /> <br />
