City Council <br />Study Session Summary <br />June 10, 2014 <br />Page 2 of 3 <br /> <br />The cost estimate to have a Community Garden is $14,050. It would be organized as a <br />self-governing group; a non-profit 501(c). <br />There would be a nominal fee for the garden plots, members would have contracts, and <br />volunteer labor would be used for cleaning and clearing. Funding could come from <br />grants and the City. Plots would be allocated by a lottery system. <br />LSAB Board Member Angie Layton said the Great Outdoors Colorado (GOCO) would <br />be a great source of funding. Parks and Recreation Director said mini grants could <br />possibly compete with other grants the City requests. <br />Council member Stolzmann stated people are ready to choose a location and get <br />started. <br />Council member Keany asked if there have been conversations with neighbors of the <br />two proposed sites. Members of LSAB have a meeting set up with Lydia Morgan. <br />Council member Lipton said there appears to be a lot of community demand and would <br />like to encourage LSAB in the pursuit of a community garden. <br />Council member Moss would like to look at developing both plots. <br />Mayor Muckle said it is clear there is demand. Placing a community garden next to <br />Lydia Morgan would be great for seniors. <br />Council member Loo said she has a problem spending $10,000 for 20 plots to benefit <br />20 people at a time. She would like to have HFAB and OSAB be a part of the <br />discussion. <br />Council discussed the presentation and said it is something they would like to consider <br />at a future regular meeting. <br />Mayor Muckle thanked Ms. Haney and LSAB for their effort. <br />Update/Discussion Public Art: <br />Cultural Arts and Special Events Coordinator Suzanne Janssen introduced herself to <br />Council and gave an overview of a Public Art program. Janssen gave the history of <br />Public Art in the United States and in Colorado. Colorado has 43 Public Art programs <br />on the Front Range and mountain communities. <br />Public Art is interior or exterior works of art placed within the public right of way. The <br />program would take into consideration a broad spectrum of activities and approaches. <br />It can be permanent, temporary,site specific or part of the infrastructure. It is funded <br />typically as 1 2% of City capital construction costs above $50,000 or a predetermined <br />
