City Council <br />Study Session Summary <br />August 26, 2014 <br />Page 4 of 5 <br /> <br /> Create recommendations to mitigate winter damage <br /> Encourage staff to consider opening the practice facility as soon as possible and <br />well as the Club House for special dinners, etc. <br /> <br /> <br />Board member Lisa Norgard said she views the course as a valuable asset to the City. <br />Board member Perry Nelson thanked Parks and Recreation Director Joe Stevens and <br />staff for all their hard work. He said the first user experience will be very important and <br />the GCAB can help determine if the course is ready in 2015. <br />Council member Lipton asked about the grow-in and implementation of the grow-in into <br />the business plan. Director Stevens stated that would be up to Landscapes Unlimited <br />and the superintendent. <br />Council member Stolzmann said she has been impressed with the Board and <br />appreciates the tough discussions and hard work. She said a backup plan is very <br />th <br />important and is concerned about July 4 festivities. <br />Mayor Muckle asked when Council will see an operations plan. City Manager Fleming <br />said it will be in the budget. <br />There was discussion of trees stakes and planting. <br />City Manager Fleming said the GCAB has done a lot of research and comparatives with <br />other courses and he appreciates the Board. <br />Council member Moss likes the idea of community outreach to non-golfers <br />Mayor Muckle said the amount of work the GCAB has done has been critical. The <br />Board is necessary. <br />Update/Discussion - Taser Policy <br />Police Chief David Hayes reported the Police Department plans on purchasing Tasers <br />for officers in 2015. The cost is roughly $1000 each and the tasers would be phased in. <br />Officers have had 6 or 7 situation in the past 4 months where a taser would have been <br />helpful. The help diffuse situations. <br />Every law enforcement agency in Boulder County uses tasers. During the interviews for <br />police chief, 9 out of 10 candidates recommended having them. Chief Hayes would <br />institutes a very strict policy related to usage. Every time an officer threatens use or <br />
