City Council <br />Study Session Summary <br />August 26, 2014 <br />Page 3 of 5 <br /> <br />The Committee discussed the issue of what changes to the Comprehensive Plan and <br />Small Area plans would have on existing zoning and property rights. Attorney Light <br />clarified that the Comp Plan is strictly advisory and that changes to existing entitlements <br />and zoning would have to be pursued by the City as an intermediate step in <br />implementing any changes. <br />The Committee said they need to recognize vested rights in this process. They asked <br />of the small area planning process. The existing vested rights could result in some <br />boundaries in the planning process if the City wants to implement changes that are <br />opposed by existing property owners. <br />The Committee discussed the timeline and process for appointing and setting fees for <br />the City Attorney, Prosecuting Attorney, and Water Attorney. They may want to consider <br />having the Legal Review Committee review the contract for the water attorney instead <br />of the Water Committee and asked the topic to be included on the next Water <br />Committee meeting agenda. <br />The next Legal Committee meeting is September 18, 2014. <br />Update/Discussion Golf Course Advisory Board <br />Ken Gambon, Chair of the Golf Course Advisory Board (GCAB) presented an overview <br />of the past year for the GCAB. Chair Gambon showed pictures of the course during the <br />flood of 2013. <br />Highlights included: <br /> Creating a hole by hole analysis of the course condition to show progress of <br />reconstruction. <br /> Participating in the selection evaluation process of Landscapes Unlimited as the <br />contractor for course restoration. Gambon is happy with Landscapes Unlimited <br />and stated they moving along very well in the reconstruction process. <br />Challenges included: <br /> Destruction of the course <br /> Staff perception that the GCAB was too involved in the reconstruction process <br /> Consultant issues <br />Goals include: <br /> Continuous input on course restoration <br /> Participate in the interview process for key golf course positions <br /> Provide input on a marketing plan <br /> Provide input to Council on course readiness <br />
