Phare stated that there would be, in addition to its current "not to exceed contract", that would have
an upper limit of about $5,000, no more than $10,000, but it would be specific in amount.

Roll call was taken. Motion passed by a 7 - 0 vote.

APPROVAL OF BID AWARD - TRAFFIC SIGNAL INSTALLATION AT CENTURY
DRIVE AND MCCASLIN BLVD.

Tom Phare, Public Works Director, stated that the City asked for bids from each contractor,
Alternate I, II, and III. He pointed out that the bidder on two of the three alternates was WL
Contractors whose bids were: Alternate I - $228.995, Alternate II - $113,685, and Alternate III -
$8,220. The Finance Committee reviewed the bids and recommended Alternate II with the Opticon.

Davidson called for Council comments or motions.

Lathrop moved that Council accept Alternate II with the Opticon option and award the contract to
WL Contractors for the traffic light installation at Century and McCaslin. Roll call was taken.
Motion passed by a 7 - 0 vote.

Bill Simmons, City Administrator, stated that the City will ask the contractor for a change
order/proposal to add some backlit street name signs to blend in with McCaslin Blvd.

CITY ATTORNEY'S REPORT

NONE

CITY ADMINISTRATOR'S REPORT

Bill Simmons, City Administrator, reminded Council of the joint meeting with the Lafayette City
Council tomorrow night at 6 p.m. at the Plum Tree Restaurant on South Public Road.
Also, he had received a letter from the Louisville Fire Protection District concerning a new fire station
site and wanting the City to consider some way of helping in the development review process. They
are thinking of a land area of about 60,000 s.f and they hope to build it within three to five years.
Simmons had been informed by the Regional Transportation District that each R TD Director had a
discretionary fund of $116,000 to fund low cost maintenance projects, such as bike racks, bike
lockers, bus shelters in their particular district. R TD staff suggested that the City look at further bus
shelters, bike lockers, at the more popular stops and the park n' ride.
Simmons passed out a new budget calendar the Finance Committee had looked at so as to adopt a
budget prior to the November election.
He reminded Council that at the next Work Session they would be meeting with the Planning
Commission about the commercial design guidelines and then be working on the Budget.

10
