<br />Edward Cook, owner of National Specialty Lighting, stated that they are the wholesalers and <br />assemblers of small bulb products, anything 20 watts and under. The business is 10 years old with <br />eight employees. They have one or two large trucks come in per week. They assemble, test, <br />disassemble, and ship the product to retailers. <br /> <br />Davidson called for Council comments. <br /> <br />Mayer was concerned that there was not enough landscaping/screening along the south side. <br /> <br />Keany asked when the second phase would be built. <br /> <br />Cook hoped it would be within five years. <br /> <br />Howard moved that Council approve Resolution No. 62, Series 1996, National Specialty Lighting <br />at CTC as amended. Seconded by Mayer. Roll call was taken. Motion passed by a 7 - 0 vote. <br /> <br />APPROVAL OF BID AWARD - SOUTH 88TH STREET WATERLINE EXTENSION <br /> <br />Tom Phare, Public Works Director, stated that this bid is for an extension of an 18" waterline along <br />South 88th Street from Dillon Road to Health Park Drive on the west to line up with the new school <br />campus. He pointed out that Ricor, Inc. was the low bidder at $188,288. Because of work load <br />issues, it may be necessary to supplement the City's efforts with Inspectional Project Management by <br />the Design Engineer who is familiar with the project from the City's interest as well as the School <br />District's. He asked for the Authority to amend their contract along with the bid award. He <br />requested the bid be awarded to Ricor, Inc. at $188,288 and authorization ofa contingency of$5,650 <br />to be used as needed with further authorization to amend the Professional Services Agreement with <br />Charles Keim & Associates to assist in the project management work. <br /> <br />Davidson called for Council comments. <br /> <br />Keany asked if staff had addressed the letter received by Council and staff concerning information that <br />Ricor did not meet qualifications. <br /> <br />Phare discussed the issue with the City Attorney and they felt it was appropriate to award the bid to <br />Ricor, Inc. <br /> <br />Mayer moved that Council award the bid for the South 88th Street 18" waterline project to Ricor, <br />Inc. for unit bid price of$188,288 and authorize contingency funds of$5,650 to be used for a total <br />project cost of$193,938, with authorization for the Mayor to sign the contract documents on behalf <br />of the City. Furthermore, authorize staff to modify the Professional Services Contract with Charles <br />Keim & Associates to include project management work. Seconded by Howard. <br /> <br />Sisk asked if there was an upper limit to modifying the Professional Services Contract. <br /> <br />9 <br />
