Historic Preservation Commission <br />Meeting Minutes <br />August 18, 2014 <br />Page 6 of 9 <br />Watson asked if Greene will consume all of the grant money on this project. <br />Trice stated no. <br />Haley stated the priority should be on the front windows over anything else. <br />Watson stated he would rather Greene look at alternative windows than the Sierra Pacific <br />windows. <br />Stewart stated he is willing to vote for the application if the applicant was willing to re -craft the <br />application to include a full window replacement package. He added he would not want to hold <br />up the application with this partial replacement. <br />Stewart made a motion to approve the grant and alteration certificate for windows while trying <br />to make all efforts to match rails and consider front window replacement, not to exceed $7,500. <br />Motion approved by voice vote. <br />Discussion — Bylaws <br />Watson introduced the item and asked the Board if they had anything they want to add to the <br />draft Bylaws. He asked if the Board was intertied in having a policy to limit time if we had a <br />large amount of public speakers for a specific item. <br />Robinson stated Planning Commission has a 3 minute limit. <br />Watson asked where that is set forth. <br />Robinson stated in the Bylaws. <br />Watson asked for a copy of their Bylaws and just include that language in the HPC Bylaws. <br />Fasick stated there was no mention to the loans in article one, section 3, B. <br />Robinson stated it may fall into Roman numeral IV. <br />Discussion — HPC Budget <br />Robinson presented the draft budget and stated it is similar to budgets in the past. He stated <br />we are requesting funds for an intensive level survey of Downtown. He asked if the Board had <br />any comments they wanted staff to forward. <br />Stewart stated the categories have always seemed problematic, such as ongoing building <br />maintenance. <br />Robinson stated that is for City owned landmarked structures. <br />Stewart asked if they need to fill out a grant application just like everyone else. <br />
