Louisville Mill Site Redevelopment Project — Floodplain Development Permit — Submittal Dated 03/22114 <br />2. That the unusual circumstances or conditions do not exist throughout the neighborhood <br />or district in which the property is located; <br />This condition is unique to this historic site and structure and these conditions do not exist <br />throughout the neighborhood or district in which the property is located. <br />3. That such unnecessary hardship has not been created by the applicant; <br />The historic structure was constructed approximately 100 years ago, and the grade has obviously <br />been altered since the building was first constructed. The new grading which is proposed is <br />intended to protect the structure from surface runoff and groundwater to a greater extent, however <br />the site cannot be raised to fully protect the structure without total reconstruction of the historic <br />structure, which is not a viable alternative. The hardship has not been created by the applicant, <br />and is intended to be lessened by the proposed improvements. <br />S.
