Open Space Advisory Board <br />Minutes <br />September 10th, 2014 <br />Page 3 of 5 <br />3) Helen gave out hardcopies of the slideshow presentation and the memo for the City <br />Council /OSAB study session on September 23rd. Missy asked for clarification on <br />whether City Council would have previous understanding about the difference between <br />Parks and Open Space and that OSAB only has purview over Open Space and trails, not <br />Park issues. Ember felt like this was well- understood. Missy suggested that the OSAB <br />Highlights section of the memo should include a total number of citizen participants. <br />Helen agreed to include it. <br />VII. Public Comments on Items Not on the Agenda: <br />None (no public were in attendance) <br />VIII. Discussion Item: City Staff Trail Recommendations <br />The OSAB meeting packet included a list of trails that Parks & Recreation staff, Public <br />Works staff, and Planning staff are currently recommending that the city research <br />creating. Some of these recommendations came from OSAB, some from Open Space <br />Staff, some from Planning Staff, and some from the public process. OSAB was given <br />permission to review these trails, even though some are not on Open Space property. <br />Ember also tried to identify in the document which Departments would take ownership of <br />these projects. Ember requested OSAB's approval or disapproval of items on the list. <br />OSAB asked about several of the specific, numbered trail recommendations on the <br />map /list. <br />#15 —Missy asked whether the "Tennis Center" was going to be built and whether this <br />affects trail #15. Though the tennis center investors still have control of the land, there is <br />no development currently underway. Ember suggested that this trail might be a <br />requirement for any future development of that parcel of land. <br />#9 (access through the Enclave subdivision into Davidson Mesa) — The owner of this <br />parcel used to allow people to pass through to Davidson Mesa, but now there is a fence. <br />This connection is a frequent citizen request, but might require property acquisition or <br />some sort of easement to achieve. <br />#10— This plan would create a bike corridor to Main Street along Walnut that would <br />curve into the existing trail at Walnut Open Space, thus providing a bike route to <br />downtown. <br />#17— There may be future efforts to re -align the street intersection at Main St. and South <br />Boulder Rd., which might allow this trail to be acceptably removed from the train tracks. <br />#20— Permission was denied to re -route the Coal Creek Trail along the creek itself <br />through the Golf Course. However, staff got a commitment to explore the option of <br />routing the trail around the perimeter of the Golf Course (as opposed to the current route <br />through neighborhoods). <br />
