Planning Commission <br />Staff Report <br />October 9, 2014 <br />Louisville Fire Protection District (LFPD) <br />The LFPD worked with the applicant, during the initial submittal phases, to ensure each <br />resident was sprinkled and the south access was at least 20 feet wide. Following <br />several additional submittal reviews, the LFPD has reviewed this current submittal and <br />believes all design elements comply with their standards. <br />Historic Preservation Commission (HPC) <br />The Historic Preservation Commission reviewed the Hutchinson Corner final <br />development plan referral at the March 17, 2014 meeting. The HPC made the following <br />comments: <br />• The HPC appreciates the effort to include a marker or monument for the mine <br />site. <br />• The HPC would prefer more space around the mine shaft area to give it more <br />prominence and allow visitors to move around it. <br />• When designing the marker, please be respectful of the fact that miners have died <br />in the mine shaft. <br />• Please include archaeological monitoring when digging and grading on the site. <br />• The HPC appreciates the alley access. <br />• The HPC does not support the requests for waivers to height, roof pitch, and floor <br />area ratio requirements. <br />• Please show house designs appropriate to the size of the lots. <br />It should be noted at the time of the HPC review the applicant was proposing a 34' <br />maximum height request, opposed to the current 28' and had a slightly different site plan. <br />The latest site plan acknowledges a more appropriate relationship to the mine shaft. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of the requested final plat, final PUD for the Hutchinson <br />Corner PUD. The applicant has been conscientious and agreeable with comments and <br />requests by staff and applicable advisory boards. <br />Staff has determined the waivers are appropriate under LMC Sections 17.28.110 and <br />17.28.120 to allow for an effective development given the location and site constraints. <br />Staff recommends the following conditions of approval: <br />1. The applicant shall continue to work with the Historical Commission to ensure the <br />information shown on the interpretive sign is sufficient for interpretive purposes. <br />2 If Planning Commission /City Council approve the floor area waiver, staff <br />recommends the deed restriction be expanded to prohibit any second floor <br />construction on detached accessory structures, including garages. <br />3 The applicant shall include a note on the PUD which states "Hutchinson Corenr <br />LLC shall pay for an archeological survey and excavation monitoring of the Acme <br />Mine Shaft." <br />16 <br />
