Planning Commission <br />Staff Report <br />October 9, 2014 <br />members (with the exception of Neal Griggsmiller and Mark Newland - absent) <br />recommended against accepting the Hutchinson Corner dedication from the <br />developer, and that the City of Louisville instead accept monetary compensation. <br />Reasons given: City maintenance, the potential risk because of an old mine shaft <br />on the site, and the space is not large enough to be a dedicated `pocket' park for <br />public use." <br />Following the HFAB meeting, the Parks Department, included the following <br />endorsement: <br />"The Parks & Recreation Department has reviewed Hutchinson Corner, Final <br />Planned Unit Development and Final Plat Submittal dated September 15, 2014, <br />While Staff recognizes the Horticulture, Forestry Advisory Boards opinion against <br />accepting the park, Staff has opted to proceed with acceptance and considers it a <br />historical tribute to the Acme Mine and local history rather than a traditional park." <br />Site Archaeology <br />LMC Section 17.28.120.B.4 states "The proposal should utilize and preserve existing <br />vegetation, land forms, waterways, and historical or archaeological sites in the best <br />manner possible." Aside from the design, construction and 2 year maintenance of the <br />proposed interpretive park, the applicant will also provide the following in terms of <br />archaeology: <br />• Note #1 on sheet C1.0 states 'Any historical material found during excavation <br />shall be given to the Louisville Museum for proper research and storage ". <br />• Note #10 states "Metal survey marker on mine cap to be removed and turned over <br />to the museum." The request to save the mine cap marker was given to staff, and <br />the applicant, by an interested citizen. <br />• Stated in their attached Public Land Dedication letter "Hutchinson Corner LLC is <br />also proposing to pay for an archaeologist survey and excavation monitoring of <br />the Acme Mine Shaft on site as an estimated cost of $6.600 ". Historical items <br />found on site will be documented and given to local or state historical societies <br />which follows the Louisville Planning commission's goal to "preserve historical or <br />archaeological sites in the best manner possible (17.28.120.B.4)" <br />Staff acknowledges the above efforts comply with LMC Section 17.28.120.B.4. <br />REFERRAL COMMENTS <br />Boulder Valley School District (BVSD) <br />The Boulder Valley School District (BVSD) was a referral for this development. A letter <br />from BVSD dated February 18, 2014 and states this development proposes "a student <br />impact of 2 students on the Louisville Elementary, 1 student on Louisville Middle School <br />and 1 student on Monarch High School feeder system." <br />15 <br />
