If they don't have confidence in the <br />builder and the project, it ultimately leads to the fiscal health of the City. She did believe <br />the agreement adequately protects the City. <br />MOTION: Mayor Pro Tem Dalton moved to approve Resolution No. 61, Series 2014, <br />seconded by Council member Loo. Roll call vote was taken. The motion carried by a <br />vote of 6 -1. Council member Stolzmann voted no. <br />Council member Lipton asked to be excused from the rest of the City Council Meeting. <br />Council member Lipton left the meeting at 9:15 p.m. <br />BOULDER VALLEY SCHOOL DISTRICT PRESENTATION — <br />NOVEMBER BALLOT ISSUE <br />Superintendent Bruce Messinger, Superintendent of the Boulder Valley School District <br />(BVSD) and Diedre Pilch, BVSD Deputy Superintendent, made a presentation to the <br />City Council regarding the 2014 BVSD Educational Facilities Master Plan initiative, <br />which is on the November 2014 ballot. The Facilities Master Plan proposes to improve <br />the educational environment; investing in infrastructure; investing in the future and <br />improving operations. The Educational Facility Master Plan Budget totals <br />$576,520,000. The Master Plan Projects includes the following: Facility Condition; <br />Program Compatibility; Health /Physical Development; Sustainability; Educational <br />Innovation; School Replacement; District -wide Support Campus; District Radio <br />Upgrade; Information Technology; Early Childhood Education; New School in Erie and <br />Centralized Special Education. <br />Superintendent Messinger stressed the importance of sustainability and noted many of <br />the school buildings contain asbestos. Fitness and health is also important as is <br />security in the school. Schools will be equipped with new digital security cameras on <br />the exterior of the middle and high schools. <br />Deputy Superintendent Pilch explained there are two other issues, which must be <br />addressed; one is the transportation facility safety and the second is a district -wide <br />kitchen. They propose to improve and expand special education services, improve <br />space for all day kindergarten and have preschool in all the communities. They also <br />propose district -wide special education for students with autism, new innovations and <br />technology. There will also be a Citizen's Oversight Committee. <br />Superintendent Messinger explained this investment will extend the life of the schools in <br />the communities. The over $500 Million ballot issue will also be investing in Boulder <br />County. <br />Jim Reed, BVSD Board Member stressed citizens will be involved in the process. He <br />requested the City Council adopt a resolution of support. <br />
