RESOLUTION No. 59, SERIES 2014 — A RESOLUTION APPROVING A <br />PRESERVATION AND RESTORATION GRANT AND NEW <br />CONSTRUCTION GRANT FOR THE PEARSON STORE LOCATED AT 927 <br />MAIN STREET <br />Mayor Muckle explained the presentation will include all three resolutions. He opened <br />the public hearing and requested a staff presentation. <br />Planner II Robinson explained Resolution Nos.57, 58 and 59, Series 2014 are requests <br />to allow a 556 SF addition and two residential units at 927 Main Street, to landmark the <br />structure and to award a $150,000 Historic Preservation Grant. <br />The site is located in Downtown Louisville on Main Street between Walnut and South <br />Streets. The property is 3,741 SF and was platted as part of the Town of Louisville <br />subdivision in 1890. The existing 1400 SF building has maintained a variety of uses <br />since being constructed around 1900. Currently the front portion of the building is being <br />used as an office and the rear portion is a residence. The proposed future use is <br />commercial office or retail, for the building to be preserved and expanded at the front of <br />the property, and two residential units in a new building at the rear of the property. <br />The commercial uses are allowed by right in the Commercial Community (CC) zone <br />district, and multi -unit residential requires a special review use (SRU). All development <br />in the CC zone district requires the establishment of a Planned Unit Development <br />(PUD), and all PUD's in Downtown Louisville must comply with the development <br />regulations established in the Louisville Municipal Code (LMC) and the design <br />standards outlined in the Downtown Design Handbook. The floor area and height of <br />structures in Downtown are further regulated by the Downtown Framework Plan. <br />The office portion is proposed to be retained and the residential portion is to be <br />removed, with the new office addition to be constructed in its place and a new two story <br />residential building constructed behind it. The combined office space will total 1,090 <br />square feet. The applicant is also requesting landmark status for the portion of the <br />building proposed to be retained, a $10,000 signing bonus, a $65,000 focused <br />preservation grant for restoration work on the structure to be preserved, and a $75,000 <br />new construction grant for the proposed commercial addition. <br />Special Review Use: The Louisville Municipal Code lists five criteria to be considered <br />by the Planning Commission in reviewing a Special Review Use application. Staff found <br />each of the five criterion was met. <br />Landmark Request: Records indicate the current structure has stood since at least <br />
