City Council <br />Meeting Minutes <br />October 14, 2014 <br />Page 10 of 23 <br />Council member Lipton agreed with Council member Dalton, but noted it is just a matter <br />of shuffling funds from the General Fund to the Open Space Fund. He suggested not <br />transferring so much money out of the General Fund so those items are paid for out of <br />the Open Space Fund. He asked when the Superior Agreement for library services will <br />expire. Library Director Barrett explained it does not expire. Mayor Pro Tem Dalton <br />explained Superior residents voted to tax themselves for library services and as <br />property values go up, Superior's contribution to the library goes up. <br />Council member Loo inquired about the procedure to balance the budget when items <br />are added. Mayor Muckle explained the procedure would be discussed after all the <br />departmental budgets are reviewed. <br />Council member Stolzmann noted the Library does an excellent job of recruiting <br />volunteers and suggested making it a goal, which could be measured. <br />Mayor Pro Tem Dalton supported funding the Library and Museum positions. <br />PLANNNG AND BUILDING SAFETY DEPARTMENT <br />Council member Stolzmann stated she would take the word "urban" out of the budget <br />description. She requested the phrase "the Planning Division represents the <br />department" be reworded. She did not feel the citywide goals need to be repeated. <br />She supported the Building Safety Department goals. She was not in favor of all of the <br />consultants and suggested taking a year off from consultant reports, which would save <br />two hundred thousand dollars. She suggested cutting the parking permit study because <br />if there is not a parking enforcement officer, there is no point in doing the study. She felt <br />Council must look at other measures before doing the study. There were excellent <br />performance measures, which she made suggestions on revisions such as landmarks, <br />number of transportation projects and efficiency measures. Some measures did not hit <br />the mark, and suggested a historic grant ratio for funding for the Historic Preservation <br />Planner and benchmarks compared to other cities. <br />Council member Loo agreed with many of Council member Stolzmann comments. She <br />addressed the parking permit study and stated her understanding there was to be <br />considerably more discussion on the subject prior to moving forward however the <br />budget does not reflect this. She stressed it is a lot of money and she was looking for <br />an introduction on parking plans and not necessarily looking for a consultant. She <br />favored the Building inspection support to eliminate the public's long wait for permits. <br />Mayor Pro Tem Dalton agreed with other Council members comments on this <br />department. He did not support spending funds for the Historic Old Town Structure <br />Survey. He had requested a recommendation of the historic significance for the City of <br />Louisville which would limit the period a structure by age would be deemed historic. He <br />stressed the City is still using the National Historic period of 50 years and felt it was time <br />to stop this practice. He stated it could be a recommendation for meaningful historic <br />
