City Council <br />Meeting Minutes <br />October 14, 2014 <br />Page 11 of 23 <br />structures built before1920, unless there is a recommendation for a specific structure. <br />He opposed a citywide survey and felt if the majority of Council believes it is necessary, <br />a recommendation should be made by the Planning Department and endorsed by the <br />Historic Preservation Commission. <br />Council member Loo addressed the 2015 Goals and Objectives and noted there is a <br />goal to initiate a citywide preservation plan. She opposed a citywide preservation plan <br />and felt the goal was misleading. She did not believe it was the intent of the Council. <br />Planning and Building Safety Director Russ explained in 2014 Council approved the <br />citywide preservation plan. He stated providing the period of significance information <br />requested by Council member Dalton was delayed by the late hiring of the Preservation <br />Planner in June. The Planning Division has started the Preservation Master Plan, <br />received state grants and a consultant is on board. The kick -off is planned for the first <br />week in December. The scope of the study is the architecture and the history of the <br />City to get public input in order to recommend a publically supported period of <br />significance. The schedule for completion is June of 2015. The two surveys for 2015 <br />are to implement the results of the Master Plan and to do an historic survey and update <br />the Downtown Survey consistent with what the Council approves as a communitywide <br />master plan. <br />Mayor Pro Tem Dalton commented the City is getting tied up in plans and they should <br />be simplified. <br />Council member Lipton voiced his respect for the Planning Department and felt the <br />Council was asking a lot from them in 2014 and 2015. The Planning Department is <br />focused on the Small Area Plans and a number of areas critical to the City and he felt <br />they may be overextending themselves. He suggested taking pause, reprioritizing and <br />refocusing. He wanted to get started on the neighborhood plans. He was concerned <br />over the parking permit study and supported putting it off a year. He also felt the <br />Historic Structure Surveys could be put off a year. He had heard from citizens about the <br />delays in the building permit process and supported funding a position and asked if it <br />would only be for one year. Planning and Building Safety Director Russ explained it <br />would be dependent upon the new ERP software. He explained there are two requests <br />for staffing; one for building inspection and one for administrative support. If the ERP <br />software was not sufficient, the Planning Department would come back with a more <br />complete staffing plan. <br />Council member Lipton voiced his support for the temporary staffing and the <br />neighborhood plans. Council member Keany voiced his support for any staffing, which <br />would expedite the building permit and inspection process. He would not support any <br />neighborhood plan until the two small area plans are completed and preferred the staff <br />not add anything else until the small area plans are complete. <br />
