City Council <br />Meeting Minutes <br />October 14, 2014 <br />Page 15 of 23 <br />funding and noted they provided information on their projects, such as flowers for the <br />patios, LED Christmas lights, zero waste programs for events, and security at the Street <br />Faires. He felt these requests were important and were quality of life related. He <br />stated, if Council so desired, they could specifically earmark DBA funds for such life <br />style and quality of life projects. <br />Debra Fahey, 1118 W. Enclave Circle, Louisville, CO stated the Historic Preservation <br />Master Plan provides an overview of what needs to be done by the Historic <br />Preservation Commission. She voiced her support for getting the Master Plan done. <br />GOLF COURSE OPERATIONS <br />Mayor Muckle questioned why the summary shows in 2015 the golf course will be <br />operating in the negative. City Manager Fleming explained it is a work in progress and <br />some of it will depend on when the golf course opens, how much revenue is raised the <br />first and subsequent year, the rack rates and the pricing. Some of the details still need <br />to be worked out. <br />Mayor Muckle inquired why part of the marketing position was being paid out of the <br />Open Space Fund. Recreation Superintendent Martin explained the position was to be a <br />shared position, for the department as a whole. It would help with Recreation, Golf and <br />Open Space. The Open Space staff also does programming so they would help the <br />marketing persons on those programs. <br />Mayor Muckle stated he is generally supportive of finishing the repairs to the golf course <br />and hiring the necessary staff. <br />Council member Loo explained some of the Council members toured the golf course <br />and agree it is magnificent. She explained included in the design there is a bowl <br />concept, which is a golf course for beginners or for people looking for fun. She felt it <br />would be instrumental to introduce people to the game of golf. She voiced her belief it <br />will be a beautiful facility. <br />Mayor Pro Tem Dalton voiced his support for the direction the Parks and Recreation <br />Director is taking in the management of the project. <br />Council member Stolzmann felt this is one area where estimating the revenues is overly <br />optimistic. She stated more information is needed on the rack rate. In 2015, $55.00 is <br />projected and $60.00 in 2016. She stressed the importance of looking at the <br />neighboring golf courses. She felt the $55.00 rack rate was too aggressive. She <br />suggested the Golf Course Advisory Board discuss golf cart rental rates. She stated if <br />the course is not ready, the leagues will not be able to play. She would like to see <br />marketing plans. She was impressed by the reconstruction of the golf course. She <br />stated this has been a very expensive rebuilding process from the flood, but she did not <br />want to rush to reopening. <br />
