City Council <br />Meeting Minutes <br />October 14, 2014 <br />Page 14 of 23 <br />Council member Stolzmann inquired whether the distribution of FTE's in the table <br />included the position requested by the City Manager's office. Human Resources <br />Director Hix confirmed the table does include the part -time position for the HR <br />Technician. <br />Mayor Muckle reiterated his belief all the staffing requests were reasonable, but <br />supported the City Manager's recommendation on the funding. <br />Human Resources Director Hix addressed future staffing and stated the HR Technician <br />would enhance HR's ability to help departments recruit on a quicker level. One of her <br />goals involved the 5 -year staffing plan and noted the new fiscal impact model has a lot <br />of information, which will allow them to make decisions. <br />CITY MANAGER'S DEPARTMENT <br />Mayor Muckle voiced his support for the Communication audit as recommended by the <br />Communication Task Force. He would like to do a better job without hiring another staff <br />member. <br />Council member Lipton inquired if Mayor Muckle supported the audit, but not the <br />additional staff person for 2015. Mayor Muckle confirmed he supported the audit, but <br />not the staff person in 2015. <br />Council member Lipton supported the audit, but was hesitant in budgeting for a position. <br />He suggested hiring this position on a part -time basis in 2016 and the audit be done in- <br />house. Council member Moss also supported the audit. <br />Council member Stolzmann stated the one goal was excellent, but felt there should be <br />other specific goals. She stated without objectives and measurers it is not clear <br />whether the program is effective. Council member Stolzmann asked why the increase <br />in FTEs. Public Relations Manager Muth explained prior to the cultural arts and special <br />events position those services were contracted out, which resulted in the increase in <br />2014. <br />RECESS: Mayor Muckle called for a five - minutes recess 9:10 p.m. Mayor Muckle <br />called the meeting back to order at 9:20 p.m. <br />PUBLIC COMMENT <br />Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO commented on the <br />parking permit and the neighborhood parking plan. He did not feel it was important to <br />move forward with the neighborhood parking program until the City knows where the <br />cars already parked there will go. He noted the Parade of Lights, the Street Faires and <br />the Taste of Louisville are exceptions. He felt a permanent downtown parking plan <br />would make a parking permit plan unnecessary.
