City Council <br />Special Meeting Minutes <br />October 28, 2014 <br />Page 6 of 10 <br />projected 2015 year -end General Fund reserves will equal 16.2% of expenditures and <br />increase to more than 20% in 2016 through 2019. <br />Revenue Assumptions: <br />• Sales Tax Revenue: +6.0% in 2014, +4.4% in 2015, annual average of +3.5% for <br />2016 through 2019. <br />• Property Tax Revenue: +2.8% in 2014, +1.2% in 2015, annual average +2.8% for <br />2016 through 2018. <br />• Consumer Use Tax: -5.0% in 2014, +23.7% in 2015, annual average of -1.3% for <br />2016 through 2019. <br />• Building Use Tax: -15.8% in 2014, +2.1% in 2015, annual average of -12.8% for <br />2016 through 2019. <br />PUBLIC COMMENTS <br />John Dennis, 830 Meadowlark Lane, Louisville, CO a Steel Ranch resident addressed <br />the North Underpass. He stated Steel Ranch is a lovely place to live until you try to <br />leave the community and there is only one exit. The development is boxed in by a high <br />speed road and a rail road track. He stated the Steel Ranch residents feel <br />disconnected from the rest of the City. There are residents who cross the railroad <br />tracks illegally and noted there is a fairly well -worn path over the tracks. He felt it was a <br />public safety concern. <br />Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO stated the Recreation <br />Center has red curbs to prohibit parking. He urged Council to be clear and supportive <br />the Parking Action Plan. He felt it would ease the situation by putting off - street parking <br />agreements in place. He urged Council to direct staff to move forward without the use <br />of consultants, on a structured parking lot. He stated there are two or three locations. <br />The questions are how many spaces are available, what will they cost per space and <br />the appropriate cost recovery models to pursue. When discussing goals and objectives, <br />he felt parking belonged in a community value category. A parking structure creates a <br />community amenity, serves customers and takes the pressure off the neighborhoods. <br />He felt cost recovery is important when considering the downtown area. He urged <br />Council to keep moving forward and to identify parcels in a public forum instead of <br />executive session. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO asked if the delay is tied to the time <br />to securing materials or is it tied to the backlog of railroad projects. Money was set <br />aside for the South Street Underpass in the 2014 budget and it is now possible it will be <br />set aside another year. He felt this money could be used for street construction. He <br />noted the cost for street construction is going up 8 to 10 %. He felt reserving this money <br />for one project is a loss of opportunity for another project. He felt there should be some <br />certainty on these projects. He suggested moving the money to another project. He felt <br />it was wasting taxpayers' money by setting this money aside. <br />
