Staff Updates: <br />Development Review Update: Memo From Allan Gill, Project Manager Regarding: <br />Development Review of Areas of Interest to OSAB, The Alkonis Property and Public <br />Service CO of Colorado 12" Natural Gas Pipeline. <br />A large natural gas pipeline is due to be replaced. It runs along the western edge of <br />Harney Lastoka. It also crosses Coal Creek near the rail road overpass. Ember hasn't <br />seen the specifics, but assumes there is an easement for the existing pipeline in place. <br />Apparently they can do some horizontal drilling to minimize surface damage, but the <br />potential damage of the operation was not clear from this memo. <br />Christopher suggested that if there isn't an easement, maybe the gas company could <br />follow Hwy. 42, instead of the proposed alignment. <br />The board unanimously agreed that the information provided by this memo was <br />inadequate for forming any sort of knowledgeable opinion about its contents. The board <br />was also unclear as to what was being asked of it, with regard to this memo. <br />1) Regarding the Alkonis Property, OSAB would like to see: <br />a) A map locating the Alkonis property and a description of it, current /past uses, etc. <br />b) Clarification on what is being asked of the board. <br />c) The proposed timeline for this project. <br />d) Details on how this proposal would impact the planned trail connection to the <br />proposed Hwy 42 underpass. <br />e) Explanation: why was the flood invoked as justification for this action? What does <br />flood funding have to do with this property? <br />Regarding the pipeline repair memo: <br />a) What is the easement for the current pipeline alignment? <br />b) If the easement does not follow the route proposed by this memo, could it follow the <br />road instead? <br />c) How will /could the pipeline impact the planned trail connection to the "Tennis Center" <br />property? <br />d) What is the timeline of this project and its expected impacts? <br />e) What is being asked of the board? <br />OSAB felt that without this information, the board could offer no opinion on these <br />memos. <br />2) The City of Superior open space board is interested in a joint meeting. They also <br />recently had a request from Broomfield's open space board and wondered if they could <br />combine the meeting with Louisville with Broomfield. Ember also wondered if we <br />wanted to wait until after wayfinding was complete to meet with Superior. Linda thought <br />we might short- change both municipalities if we did a triple meeting. Mike thought a <br />three -way meeting might be good for high- minded topic discussions (e.g. wayfinding <br />
