<br />Oglesby stated that this would not be just for airport access, but a way to effect the transportation <br />dollars pulled into the area between the turnpike and Louisville on 96th Street. <br /> <br />Davidson called for Council discussion. <br /> <br />Lathrop saw no alternative, in the near future, for Louisville to have a reasonable ingress/egress out <br />of Louisville aside from some type of a parkway. <br /> <br />Davidson stated that the only way they can build a Northwest Parkway or improve the current roads <br />up to the Northwest Parkway would be that the locals pay for it and build it. If you look at Boulder <br />County, all the money is in City of Boulder. Without the City and County of Boulder's participation <br />it will never happen. He felt that before the study is done there should be a Northwest Parkway <br />agreement. <br /> <br />Mayer agreed with Davidson. <br /> <br />Keany stated that this is a study planned for fiscal year 1999, which begins in October 1998. If it <br />takes so long to get this funded, shouldn't Council support it so that it will get funded in three years <br />and get the IGA in place in the meantime. <br /> <br />Levihn agreed with the need for it, but he had a problem with the City of Broomfield's letter saying <br />that they had already had discussions with other key local governments, but none with Louisville. <br />He wanted more discussion. <br /> <br />Mayer moved that Council adopt the letter with Bill Simmons suggested changes on the sponsorship <br />to be done in conjunction with the City of Boulder and Boulder County and authorize the Mayor to <br />sign the letter, seconded by Levihn. Roll call was taken. Motion passed by a 4 - 2 vote with Keany <br />and Lathrop voting against and Howard being absent. <br /> <br />ORDINANCE NO. 1243, SERIES 1996 - AUTHORIZING THE PAYMENT OF CITY OF <br />LOUISVILLE MONEY PURSUANT TO A PURCHASE CONTRACT TO BUY AND SELL <br />REAL ESTA TE BETWEEN THE CITY OF LOUISVILLE AND DUANE <br />DAUGHENBAUGH - 2ND READING - PUBLIC HEARING (PUBL. LSVL. TIMES 12/07/96) <br /> <br />Griffiths read by title only Ordinance No. 1243, Series 1996, "An ordinance authorizing the payment <br />of City of Louisville money pursuant to a purchase contract to buy and sell real estate between the <br />City of Louisville and Duane Daughenbaugh." <br /> <br />Bill Simmons, City Administrator, stated that this ordinance authorized the purchase of a 20 acres <br />located on the north side of Cherry Street east of Heritage Park as open space. The ordinance <br />included a provision that it be effective upon adoption and signing by the Mayor. <br /> <br />Davidson opened the public hearing calling for anyone wishing to speak on Ordinance No. 1243. <br /> <br />4 <br />
