#¨³¸®¥,®´¨²µ¨««¤#¨³¨¹¤­3´±µ¤¸ <br />- ¸wuvw <br />SurveyBackground <br />SurveyPurpose <br />TheLouisvilleCitizenSurveygivesresidentstheopportunitytoratetheirsatisfactionwith <br />thequalityoflifeinthecity,the¢®¬¬´­¨³¸ <br />²amenitiesandsatisfactionwithlocal <br />government.Thesurveygatherscommunitywidefeedbackonwhatisworkingwelland <br />whatisnotandhelpsmapoutresidentsprioritiesforcommunityplanningandresource <br />allocation.ItservesasaconsumerreportcardforLouisville;providingacheckinwith <br />residentstomakesuretheCitypoliciesandservicesareoncourse. <br />ThisisthethirdtimeNationalResearchCenter,Inc.(NRC)conductedtheLouisvilleCitizen <br />SurveyandthesixthiterationinaseriesofcitizensurveyprojectscompletedbytheCityof <br />Louisvillesince1990. <br />SurveyMethods <br />TheLouisvilleCitizenSurveywasadministeredbymailbeginninginlateMarch2012to2,000 <br />randomlyselectedhouseholdswithintheCityofLouisville,stratifiedbyWard.Each <br />householdreceivedthreemailings.Completedsurveyswerecollectedoverthefollowingsix <br />weeks.Thefirstmailingwasaprenotificationpostcardannouncingtheupcomingsurvey. <br />Overthefollowingtwoweeks,twosurveymailingsweresenttoresidents;eachcontaineda <br />letterfromtheMayorinvitingthehouseholdtoparticipateinthe2012LouisvilleCitizen <br />Survey,afivepagequestionnaireandselfmailingreturnenvelope.Thesurveyinstrument <br />itselfappearsin AppendixE:SurveyInstrument. <br />Ofthosehouseholdsreceivingthesurvey,891residentsrespondedtothequestionnaire <br />eitherbymailorWeb,givingaresponserateof46%.Surveyresultswereweightedsothat <br />thecharacteristicsofgender,age,tenure(rentversusown)andhousingunittype(attached <br />versusdetached)wererepresentedintheproportionsreflectiveoftheentirecity.(Formore <br />informationsee AppendixC:SurveyMethodology.) <br />UnderstandingtheResults <br />PrecisionofEstimates <br />Itiscustomarytodescribetheprecisionofestimatesmadefromsurveysbya«¤µ¤«of <br />¢®­¥¨£¤­¢¤(ormarginoferror).The95%confidencelevelforthissurveyisgenerallyno <br />greaterthanplusorminusthreepercentagepointsaroundanygivenpercentreportedfor <br />theentiresample(891completedsurveys). <br />$®­ <br />³+­®¶ResponsesandRounding <br />Onmanyofthequestionsinthesurvey,respondentsgaveananswerof£®­ <br />³ª­®¶The <br />proportionofrespondentsgivingthisreplyisshowninthefullsetofresponsesincludedin <br />AppendixA:CompleteSetofFrequencies andisdiscussedinthebodyofthisreportifitis15% <br />orgreater.However,theseresponseshavebeenremovedfromtheanalysespresentedin <br />thebodyofthereport,unlessotherwiseindicated.Inotherwords,themajorityofthetables <br />} <br />
