City Council <br />Meeting Minutes <br />November 18, 2014 <br />Page 6 of 16 <br />Mayor Pro Tem Dalton noted he is a bike rider and has ridden over the bridge. He <br />stated there was not enough traffic to make a lot of difference whether there was a wide <br />shoulder or not. He felt a 4 -foot shoulder was a sufficient safety factor. <br />Planning and Building Safety Director Russ explained the American Association of State <br />Highways and Transportation Officials have standards for bike lanes and shoulders. <br />The minimum width for a bike lane is 4 -feet. <br />Public Works Director Kowar stated a most recent example is South Boulder Road, <br />which is in the 4 -foot range for a bike lane. <br />Planning and Building Safety Director Russ noted in the development application for <br />Empire Storage, there was a debate on Empire Road, which is a non - shouldered road. <br />The City's standard was an 8 -foot shoulder, but Council required only a two -foot <br />shoulder to preserve the character of the road. Recognizing there is more traffic over <br />the bridge, a 4 -foot shoulder was recommended by staff. <br />Council member Keany inquired about the width of the shoulder north of Community <br />Park. Public Works Director Kowar stated this area has two -foot shoulders. <br />Council member Keany supported the 4 -foot shoulder. Mayor Muckle agreed. <br />PROJECT AESTHETICS <br />Patricia Meier reviewed the aesthetic design features developed for the bridge. They <br />began by looking at features in the surrounding communities and the history of the site <br />and considered the following: <br />• Natural surroundings and natural stone <br />• Historic gateway to the community <br />• Local architectural character and rural features <br />Ms. Meier reviewed design features of Options A through D as follows: <br />• Option A — Corten Steel Bridge Rail w /Bicycle Rail on Top, Dry Stack Concrete <br />Formliner stained in one color (similar to rock wall). <br />• Option B — A modified truss look with Corten Steel Bridge Rail w /Bicycle Rail on <br />Top, Bush Hammered Formliner Retaining Wall with Dry Stack Formliner accents <br />stained in one color. <br />• Option C — A variation of the original bridge, but has more character. It has the <br />Corten Steel Bridge Rail w /Bicycle Rail on Top, Dry Stack or Field Stone for the <br />Retaining Wall and Multi -color Stained Formliner accents. It presents a grander <br />statement than the other two options. <br />
