City Council <br />Study Session Summary <br />October 28, 2014 <br />Page 2 of 3 <br /> <br />Standards and Guidelines and bring them up to date. They would like to <br />consider review of design guidelines as a part of Small Area Plan for South <br />Boulder Road. Planning Commission noted that expansion of the sign code <br />would be helpful. Chair Pritchard also noted that zoning does not allow food <br />trucks in residential areas and they would like to consider tweaking this <br />Ordinance. <br /> <br />There was a discussion of dark skies and enactment of a Dark Skies Ordinance. <br /> <br />Safe Routes to Schools was discussed. The idea was to get a grant and the <br />grant was not won. Planning Commission can serve as a useful tool for <br />transportation issues. Council would have confidence in the Planning <br />Commission looking at this. <br /> <br />Planning Commission believes the following legislative actions are priorities: <br /> Food Truck Ordinance tweaking <br /> Subdivision Re-Plat review process <br /> Update Telecommunications/CMRS Rules <br /> Dark Sky Ordinance <br /> Customize (simplify) Enclave Annexation Procedures <br /> Create a live/work use group and consider allowing in Downtown <br /> Update Industrial Development Design Standards and Guidelines <br /> <br />Council thanked the Planning Commission for their hard work. <br /> <br />Update/Discussion Wastewater Treatment Plant and Stormwater Project <br /> <br />Wastewater Treatment Plant <br />Public Works Director Kurt Kowar reported that the new Wastewater Treatment <br />Plant (WWTP) is at 90% design with current construction estimates and <br />management cost anticipated at approximately $25-27 million. The project is <br />needed to keep the WWTP in compliance with the Colorado Department of <br />Public Health and Environment rules related to water quality requirements for <br />ammonia in 2017, infrastructure redundancy requirements in 2017, projected <br />requirements for nitrogen and phosphorous around 2020 and the dilapidated <br />condition of the existing WWTP processes. Staff is in the process of applying for <br />loans. Interest rates are 2% and up. There are no luxuries included to value <br />engineer out. If the project comes in higher, Public Works will ask for additional <br />spending authority and this will mean higher rates. <br /> <br />Stormwater <br />The long term vision related to stormwater is to take the existing area downtown <br />out of the 100 year flood plain. This project is also at 90% with a current <br />estimated cost of $12.5 million. Staff continues discussion with Urban Drainage <br />and Flood Control District for cost share and perhaps cost share with Lafayette. <br />Staff currently does not see this project causing utility rate increases.
