SPORTS COMPLEX ANNEXATION - 1ST READING - SET PUBLIC HEARING <br />1/17/95 <br /> <br />Griffith read by title only Ordinance No. 1179, Series 1995, "An ordinance approving the annexation <br />of unincorporated land owned by the City of Louisville, known as the Louisville Sports Complex <br />Annexation, to the City of Louisville, Colorado." <br /> <br />Keany moved that Council approve Ordinance No. 1179, Series 1995, annexing the property to the <br />City of Louisville and set the public hearing for January 17, 1995. Seconded by Howard. All in <br />favor. <br /> <br />AUTHORIZATION FOR THE MAYOR TO EXTEND THE NORTHWEST PARKWAY <br />AGREEMENT FOR A PERIOD OF NEGOTIATIONS WITH THE OTHER <br />PARTICIPANTS <br /> <br />Davidson stated that the County and the City of Lafayette had requested that the City of Louisville <br />and Broomfield extend the Northwest Parkway Agreement for six months to allow time for <br />negotiations. <br /> <br />Davidson moved that Council authorize the Mayor to extend the Northwest Parkway Agreement for <br />six months. Seconded by Howard. All in favor. <br /> <br />OTHER REGULAR BUSINESS ITEMS ARISING AFTER PREPARATION OF AGENDA <br /> <br />NONE <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />Susan Griffiths, City Attorney, reported on the opinion of the Boulder District Court invalidating the <br />Boulder Valley School Impact Fee. It found that the County lacked statutory authority to impose <br />a school impact fee. Even if it had that authority, the fee was not a valid regulatory fee. Further, the <br />Court found that the County was preempted by State law from imposing the fee, because of the <br />passage of the Comprehensive School Finance Act. This does not affect the Louisville Use Tax, <br />which is not an impact fee. <br /> <br />CITY ADMINISTRATOR'S REPORT <br /> <br />Bill Simmons, City Administrator, stated that he would be meeting tomorrow with Tom Phare, Dan <br />Blankenship, and the Downtown Business Association to review Phase IV of the Downtown <br />improvements. <br /> <br />12 <br /> <br /> <br />
