APPROVAL OF MINUTES (11/15/94, 12/6/94, & 12/20/94) <br />APPROVAL OF BILLS <br /> <br />PUBLIC COMMENTS ON 1TEMS NOT ON THE AGENDA <br /> <br />Jack Doherty, 829 St. Andrews Lane, Louisville, Colorado, was concerned about stop signs and <br />speeding on St. Andrews Lane. He presented a petition with 36 signatures to the Mayor stating they <br />wanted two stop signs on St. Andrews Lane and a 15 m.p.h, speed limit instead of 25 m.p.h. <br /> <br />Tom Phare, Public Works Director, explained that the city had adopted the Colorado Model Traffic <br />Code that reference the Manual Uniform Traffic Control Devices, which provided guidelines and <br />criteria for various traffic control devices. It established speed limits on residential streets as 30 <br />m.p.h. The city had, through local ordinances, established local speed limits as 25 m.p.h, and the <br />roads were designed for 25 m.p.h. <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS <br /> NOT ON THE AGENDA <br /> <br />Howard welcomed City administrator Bill Simmons. <br /> <br />Davidson thanked the Senior Services Division of the Parks & Recreation Center for the bird feeders <br />they had given Council. <br /> <br />Mayer asked Steve Baysinger to comment on the tree that had been harvested at the cemetery. <br /> <br />Steve Baysinger, Parks & Recreation Director, stated that the tree had been used as the Christmas <br />tree for the Recreation Center. It had been in the northeast section of the cemetery for 15 years, <br />planted by the owners of plots there. A few weeks ago, the owners of those plots contacted Parks <br />& Recreation raising a concern that the tree's growth was creating problems with the headstones and <br />asked if the tree could be removed. Staffvisited the site and agreed with the plot owners. Due to <br />size, transplanting was not a possibility. After use as a Christmas tree, the tree would be mulched. <br /> <br />REGULAR BUSINESS <br /> <br />DESIGNATION OF PUBLIC PLACE OR PLACES FOR POSTING NOTICES OF PUBLIC <br />MEETINGS - SENATE BILL 91-33 <br /> <br />Susan Griffiths, City Attorney, stated that each year the public bodies of the city are required to <br />designate the place where they will post the notices of public meetings. <br /> <br />Sisk moved that Council designate the glassed in bulletin board on the south wall of the entryway to <br />City Hall for the posting of notices of public meetings. Seconded by Howard. All in favor. <br /> <br /> <br />
