Council member Stolzmann felt very strongly the funding <br />should be out of the General Fund and requested staff provide recommendations for <br />reductions in the 2015 General Fund Budget. <br />Council member Lipton did not feel strongly about taking the funding out of the General <br />Fund. He stated ultimately he would like to see which fund it is taken from. He stated <br />he would prefer to look at these items on a quarterly basis and then determine where <br />the money should come from. <br />City Manager Fleming stated staff will bring back some options for Council <br />consideration. He stated because it is a Capital expenditure, it should be taken out of <br />the Capital Project Fund. Finance Director Watson concurred with City Manager <br />Fleming. If it is the City Council's intent to reduce expenditures out of the General Fund <br />to pay for the lighting, staff can do so and bring back recommendations for Council's <br />consideration. <br />MOTION: Council member Stolzmann moved to approve the additional costs for US <br />36 /McCaslin Interchange for LED and Street Pedestrian Lighting with direction to staff to <br />bring back a budget amendment with recommended reductions and changes, seconded <br />by Council member Loo. Roll call vote was taken. The motion carried by a vote of 6 -0. <br />Absent: Mayor Pro Tem Dalton. <br />COMCAST UPDATE <br />Mayor Muckle requested an update of the Comcast negotiations. <br />Public Relations Manager Muth reported the City staff continues negotiations with <br />Comcast for the City's cable television franchise renewal. The following three <br />outstanding elements of the Franchise Agreement are still pending: <br />1. The amount of the letter of credit to be posted by Comcast in the event of an <br />uncured breach. The agreed upon amount is $50,000. <br />2. Comcast's reporting of customer complaints. Comcast's system is not able to <br />provide the information. The City interest is in trending the information rather <br />than focusing on individual complaints in these reports. Staff will continue with <br />the reports as provided and track and report the number and types of complaints <br />coming to the City and then referred to Comcast's escalations team. <br />3 The City continues to discuss with Comcast the density requirement (how <br />residences are included in their service area without additional build out costs). <br />The City hopes to capture Louisville residences not currently on service lines. <br />There are three remaining elements on the Customer Service Standards: <br />
