Planning Commission <br />Meeting Minutes <br />December 11, 2014 <br />Page 8 of 17 <br />The 2013 Comprehensive Plan states `PRINCIPLE M1 -1. The City should provide <br />adequate public facilities, water, sewer and related services to meet the demand of <br />existing and future residents and commercial and industrial growth." <br />• 2. That such use /development will lend economic stability, compatible with the character <br />of any surrounding established areas; <br />The proposed expansion of the use /development is necessary for a continually changing <br />and growing community. The proposed expansion is also compatible with the character <br />of the surrounding established neighborhood because the use has been in operation for <br />over 30 years. <br />• 3. That the use /development is adequate for the internal efficiency of the proposal. <br />considering the functions of residents, recreation, public access, safety and such factors <br />including storm drainage facilities, sewage and water facilities, grades, dust control and <br />such other factors directly related to public health and convenience; <br />The proposed development's site plan, if approved, is designed consistent with the <br />standards established in the Louisville Municipal Code and the IDDSG. <br />• 4. That external effects of the proposal are controlled, considering compatibility of land <br />use; movement or congestion of traffic; services, including arrangement of signs and <br />lighting devices as to prevent the occurrence of nuisances; landscaping and other similar <br />features to prevent the littering or accumulation of trash, together with otl factors <br />deemed to affect public health, welfare, safety and convenience; <br />The proposed expansion, if approved, should not generate external impacts beyond <br />what is allowed in the IDDSG. The external effects of the proposal are controlled and <br />the site plan provides appropriate vehicular / internal circulation and adequate lighting. <br />• 5. That an adequate amount and proper location of pedestrian walks, malls and <br />landscaped spaces to prevent pedestrian use of vehicular ways and parking spaces and <br />to separate pedestrian walks, malls and public transportation loading places from <br />general vehicular circulation facilities. <br />This development is not considered a public realm therefore there are limited pedestrian <br />oriented areas throughout the internal site. However, this development does provide the <br />extension of an existing crusher fines bike path on the north side of Empire Road <br />(outside the fenced area of the property) which will provide a safe route for the public to <br />use as they trav s <br />Staff recommends approval of the final Plat, PUD and SRU for the Louisville WWTP with the <br />following condition: <br />1. The applicant shall comply with the comments stated in the December 3, 2014 <br />memo from Public Works prior to recordation. <br />Commission Questions of Staff: <br />Moline asks about plat and why the west piece is not being platted. <br />McCartney says they did not want to do it. They are using the 23 acres. It is unknown about <br />what to do with the rest of the site since the new Public Works facility is being built on 104th and <br />Dillon. <br />Moline asks about landscaping and whether there is room to do some landscaping to the north. <br />On the north, there is jointly owned Open Space, the Harney Lastoka Open Space. With <br />upcoming drainage improvements to occur, will existing vegetation remain. <br />McCartney says that can be a condition to approval. Because of the sparse nature of the area <br />regarding plantings, Staff is concerned about bringing in "unnatural" landscape. They are <br />providing plantings on the east side. <br />Rice asks about exceptions to design standards because this is a different type of facility. Why <br />do they apply to this facility. <br />
