Staff says City <br />Manager asks when doing any review, even a City facility, to use same standards for any other <br />developer. With regard to the standards in the IDDSG (Industrial), this facility is not in <br />compliance with them. This facility is truly an industrial use, not one in the CTC. <br />Brauneis asks about consideration from City green building goals. Russ defers back to <br />applicant, but there are none regarding building code. <br />Applicant Presentation: <br />Dmitri Tepo, Louisville Public Works, Water Resources Engineer. <br />Patrick Rudabaugh, Dewberry Engineering. <br />Tepo presents one slide on Power Point. <br />• The State of Colorado controls and regulates all waste water plant discharges. <br />Beginning August 2017, all WWTP in the South Platte River Basin need to meet tighter <br />ammonia standards. <br />• In 2022, there are new nitrogen and phosphorus regulations. <br />• These improvements will address both regulatory requirements and other minor <br />deficiencies. <br />• Regarding the screening issue on the north border. Typically, WWTP tries to minimize <br />landscaping because there is piping in the ground at these facilities. Tree roots can be a <br />problem. Because of open treatment bas j foliage is another issue. Public Works can <br />work with the drainage project. <br />Commission Questions of Applicant: <br />Brauneis asks about energy efficiency of facilities. Are the ilities meeting standards. Any <br />opportunities available for more energy efficiency. <br />Rudabaugh answers that at a WWTP, 60 -70% of the energy is used in the process itself, <br />roughly 5 -10% in buildings for heating and cooling. Because of the nature of these buildings <br />and because of code requirements on ventilation, even with insulation, heat is going into the air. <br />There is some energy recapture but it is not significant. In this design, premium efficient <br />blowers that are 10 -20% more efficient are being utilized. The control aeration system is also <br />high end with good monitors. They should save cenergy as well. <br />Brauneis asks about occupant comfort and air qualit' beyond code. <br />Rudabaugh says it is considered within reason. They consider safety as well as comfort. <br />Tepo says there have been multiple design meetings with plant operators. <br />Brauneis asks about consideration for green building certification or goals for the workshop <br />primarily. <br />Tepo says the building is designed to meet 2012 codes which are reasonably energy efficient. <br />Because of uses and ventilation requirements, there is just so much that can be done with hot <br />air exhaust. <br />Public Comment: <br />None. <br />Summary and request by Staff and Applicant: <br />Staff recommends approval. Sean says utility needs to be updated to comply. <br />Closed Public Hearing and discussion by Commission: <br />Moline wants to know if the Commission wants to make a condition on landscaping on the north <br />boundary. He is concerned about the piping considerations. <br />Brauneis is interested in the landscaping condition and it be considered. <br />
