RESOLUTION NO. 11, SERIES 1995 - APPROVING AN AMENDMENT OF A FINAL PUD <br />DEVELOPMENT PLAN FOR ST. LOUIS CATHOLIC CHURCH CHILD CARE FACILITY <br /> <br />Paul Wood, Planning Director, stated that the proposed facility is a three level building with upper <br />and lower levels functioning as classrooms. There are four amendments to the 1992 approved PUD <br />authorizing the construction of a two level daycare facility and a two level community center. <br /> <br />2.) <br />3.) <br /> <br />4.) <br /> <br />To combine the two phases into one facility with three levels; <br />For a building height of 42' which exceeded the 1992 PUD building height of 40'; <br />The elimination of two off-street loading and unloading areas that had been shown on <br />the 1992 plan; <br />A net reduction of the 32% landscaping approved on the 1992 plan. The current plan <br />proposed 27%. <br /> <br />Wood stated that the Planning Commission held a public hearing on March 28, 1995, and voted 4 - <br />2 to approve Resolution No. 11 with seven conditions of approval (SEE ATTACHED). He stated <br />that staff recognized that the church and school expansion was an approved action in 1992 and that <br />approval stands. That expansion also provided authorization of a Special Review Use providing for <br />a total enrollment of K - 5 of 200 and a preschool enrollment of 200. The preschool enrollment has <br />been reduced to 130. He commented that staff did not recommend reopening the Special Review <br />Use, because it was related to the number of enrollment. Staffasked that the applicant come through <br />this process to review four specific modifications requested by the applicant to the approved 1992 <br />PUD. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Raymond DeCroce, architect with dcb Construction Company, reviewed the 1992 PUD and the <br />proposed amendments as stated above. <br /> <br />Bob Brisnehan, 913 Main Street, Louisville, Colorado, was concerned about the first condition of <br />approval of providing off-street parking for all teachers and administrative employees, 25 in all and <br />with the new addition there will be 28, with 30 at build-out. He reviewed the parking and student <br />pick-up and drop-off points. He stated they wanted to salvage as many parking places as they can <br />on Grant Avenue. It was their intention to direct teachers, staff, and administrators to park in the <br />areas which are basically the church/school's frontage and not in the loading areas. <br /> <br />Bob Beauprez, 382 Blackhawk Lane, Lafayette, Colorado, stated on condition No. 3, relocating the <br />handicap parking, that it could be relocated in a north/south direction with staffs approval. On No. <br />4, restricted hours for courtyard play, they had problems with. The bulk of students do not arrive <br />until 8:30 a.m. and left by 3:30 p.m., which they felt were normal hours when children are usually <br />playing in a neighborhood. On No. 5, reinstating additional landscaping along Grant Avenue, he felt <br />that had been resolved by taking one foot of the 8' sidewalk easement, if the city would allow that. <br />They would add shrubbery, increasing the landscaping, aesthetics, and noise buffer.
