Planning Commission <br />Staff Report <br />February 12, 2015 <br />Highway 42 Revitalization Area, Highway 42 Framework Plan and Mixed Use <br />Development Design Standards and Guidelines (MUDDSG) <br />The proposed DELO development provides the initial redevelopment of the "core" of the <br />Highway 42 revitalization area and first use the City's mixed use development design <br />standards and guidelines (MUDDSG) in Section 17.14 of the Louisville Municipal Code <br />(LMC). <br />According to the approved preliminary <br />and final PUD for phase 1, the DELO <br />development would follow the intent of <br />the MUDDSG by providing a <br />pedestrian oriented mixed -use <br />development of 190 residential units <br />and 31,066 sf of commercial /office <br />uses, constructed within an <br />interconnected traditional street grid. <br />The Highway 42 Revitalization Area, <br />bounded by South Boulder Road <br />(north), Highway 42 (east), BNSF Rail <br />line (west) and Pine Street (south), <br />was chosen by the Louisville City <br />Council for redevelopment following <br />the Regional Transportation District <br />(RTD) commitment to provide a future <br />rail station for the Northwest commuter <br />rail line portion of the FasTracks <br />initiative. <br />The City of Louisville developed the <br />Highway 42 Framework Plan in 2003 <br />to define a vision for the area <br />compatible with Downtown Louisville and oriented toward the future transit <br />investment. The Framework Plan included a requirement to create an interconnected <br />traditional street network and included a recommendation to signalize the intersection at <br />Highway 42 and Short Street. <br />South B uktlrt Rd. <br />w.o n._: t <br />RM <br />r u-R <br />:Gc <br />Pa* <br />RTD <br />ToloComon <br />In 2007, the City of Louisville created the Mixed Use Overlay District (Sec. 17.14 of the <br />LMC) and the MUDDSG to provide the regulations necessary to guide and shape and <br />character of future development in area. The MUDDSG were developed through public <br />meetings facilitated by City staff. The ordinance was drafted by Clarion and <br />Associates. These guidelines were Louisville's first attempt at regulating a walkable <br />mixed -use development. The ideas and concepts included in the MUDDSG, including <br />the Land Use Exhibit A (shown above), were aimed to create a pedestrian oriented and <br />walkable environment with an architectural character compatible with Downtown <br />Louisville. <br />4 <br />
