DELO Phase 2 <br />DELO Phase 2 is the southern -most <br />development area of the project. This area <br />would consist of 135 residential units <br />designed to emulate the layout required in <br />Land Use Exhibit A in Section 17.14 of the <br />LMC. Five (5) townhomes are proposed to <br />be added to the townhome development to <br />the north, previously approved as Phase <br />1/1a, and 130 apartment are requested to <br />be located in the remainder of the <br />residential portion of the development. <br />The southern -most building in Phase 2 <br />would contain 31,066 SF of office / <br />restaurant / retail and built along the <br />woonerf and the pedestrian oriented <br />portion of South Street Gateway west of <br />Cannon Street. This building is proposed <br />to be located in the neighborhood <br />transition area, regulated by Section 8 of <br />the MUDDSG. <br />The development, if approved, provides <br />the following site design attributes: <br />Planning Commission <br />Staff Report <br />February 12, 2015 <br />MUNI MN <br />Residential Dwellings fronting Streets - Along Cannon Street, the buildings face <br />the right -of -way and are set along sidewalks, with primary doors opening to the <br />street, which allows for the possibility of stoops along the sidewalks, and <br />balconies which face the right -of -way. These design attribute lend to an active <br />street and shared space concepts promoted in the MUDDSG and throughout this <br />development. <br />Residential Dwellings facing Open Space — This development provides eyes on <br />the proposed open space areas by allowing buildings to front these spaces. Block <br />14 has a building which directly interacts with Caldeonia Plaza, and Block 13 has <br />a building located adjacent to Nawatny open space. The townhomes in Phase <br />1/1a also provide eyes on the Nawatny open space. "Eyes on the open space" is <br />a practice of Crime Prevention Through Environmental Design (CPTED). <br />Pedestrian Access — The development is geared around a positive pedestrian <br />experience, engaging the visitor within the built environment through a series of <br />pedestrian connections, public access points, pedestrian oriented architecture and <br />walkable streets. <br />10 <br />
