Carol Hanson <br />From: Lowman - DOR, Sandra <sandra.lowman @state.co.us> <br />Sent: Monday, November 24, 2014 5:13 PM <br />Subject: New to Liquor Enforcement Division <br />Attachments: LED Standards for Liquor Violations - 2014.pdf; Model Guidelines - Compliance Checks - <br />2014.pdf <br />Sent on Behalf of Patrick Maroney, Liquor Enforcement Director <br />Dear Colorado Liquor Industry, Clerks and Law Enforcement, <br />Over the last several months, the Colorado Liquor Compliance Working Group has met to discuss ways to <br />improve voluntary compliance within the liquor industry in Colorado. <br />After a thorough review of all recommendations from the Working Group, the Division has decided to adopt the <br />following changes effective today. <br />Liquor Enforcement Policy: <br />1. The Division has adopted the Standards for Liquor Violations (version 1.0 - attached) and will work with <br />local law enforcement and licensing authorities to communicate the desire of having statewide consistent <br />enforcement of liquor laws and regulations. <br />2. The Division has adopted the 2014 Uniform Guidelines For State and Local Compliance Checks For <br />Underage Alcohol Sales (attached). The Division will work with local law enforcement to communicate the <br />desire of having statewide consistency with conducting compliance checks. <br />3. The Division will allow for live- streaming classes for entities who want to conduct training for responsible <br />vendors. Those entities will need to submit a class curriculum along with an explanation how they will instruct <br />the class via live stream. The classes must have live interaction between students and instructors and the <br />instructors must be able to positively identify each student and grade the tests in a method to maintain its <br />integrity. <br />4. The Division will continue its efforts in developing an online renewal application process along with other <br />Divisions within the Enforcement Business Group. <br />5. Starting in 2015, the Division will host a series of "101' classes geared toward retailers, distributors and <br />manufacturers to provide basic information all licensees should know. The Division will also participate in any <br />symposiums the industry hosts in order to provide critical training to the industry, local licensing authorities and <br />law enforcement. <br />Rule Changes: <br />The official Rule- Making hearing will be held December 3, 2014 at 1 p.m. The rule changes are posted on our <br />website at www. colorado .gov /enforcement/liquor. <br />Changes to liquor rules from the Working Group include: <br />i <br />
