Staff recommended against it. We did have McStain place an emergency access in the landscaped area so that emergency vehicles could get in and out. Phare: When Wildridge was going to the planning process we did approach Homart and ask them if they wanted to see any access reserved through this subdivision so this could be connected to their parcel and their reply was no. Davidson: What is the access for children to the elementary school? Hoyt: There are on and off street bike ways on both Via Appia and McCaslin and we could be constructing a continuation of the off street walk. There is a bikepath that goes up the hill and around the fire station and up through the subdivision. Franklin: There is an access system for those that want to walk. Szymanski : If the children are bused how will they be picked up? Franklin: The school system will have to look into this We . do not know what the school will do. DISCUSSION/DIRECTION - DOWNTOWN DESIGN PROGRAM - PUBLIC HEARING Brand: Presented to Council and the Downtown Improvements Advisory Committee a budget of the financial status of the sales tax funding and Capital Improvements Program. It is my understanding that the downtown improvements were to be phased in between 1989 and 1994 with the drainage being done the first couple of years and the beautifications project to come after the drainage was in. From the sales tax money the bond payments need to be paid first. As more sales tax come in there will more set aside for things other than the bond payments. 4
