to site distance for cars going north and south on <br />McCaslin. Because of the grade and the curve of <br />the road it made it very difficult to provide a <br />full public access onto McCaslin. Staff <br />recommended against it. We did have McStain place <br />an emergency access in the landscaped area so that <br />emergency vehicles could get in and out. <br />Phare: When Wildridge was going to the planning process <br />we did approach Homart and ask them if they wanted <br />to see any access reserved through this <br />subdivision so this could be connected to their <br />parcel and their reply was no. <br />Davidson: What is the access for children to the elementary <br />school? <br />Hoyt: There are on and off street bike ways on both Via <br />Appia and McCaslin and we could be constructing a <br />continuation of the off street walk. There is a <br />bikepath that goes up the hill and around the fire <br />station and up through the subdivision. <br />Franklin: There is an access system for those that want to <br />walk. <br />Szymanski : If the children are bused how will they be picked <br /> up? <br />Franklin: The school system will have to look into this <br />We <br /> . <br />do not know what the school will do. <br />Sackett: Will there be single mail boxes for this area? <br />Franklin: Yes there will be. <br />Sackett moved to adopt Resolution No. 26, Series 1990, seconded <br />b <br />M <br />y <br />ayor Fauson. By Roll Call Vote Motion Passed 4-1 with <br />Szymanski voting no. <br />DISCUSSION/DIRECTION - DOWNTOWN DESIGN PROGRAM - PUBLIC HEARING <br />Brand: Presented to Council and the Downtown Improvements <br /> Advisory Committee a budget of the financial <br /> status of the sales tax funding and Capital <br /> Improvements Program. It is my understanding that <br /> the downtown improvements were to be phased in <br /> between 1989 and 1994 with the drainage being done <br /> the first couple of years and the beautifications <br /> project to come after the drainage was in. From <br /> the sales tax money the bond payments need to be <br /> paid first. As more sales tax come in there will <br /> more set aside for things other than the bond <br /> payments. <br />4 <br />
