$200,000 came out of the bond proceeds. We be- <br />lieve that is what has affected the downtown <br />project. It seems like we can't get anything <br />done. Somehow we need to do something about <br />this. In the meantime our alleys are in terrible <br />condition. You have to realize that this downtown <br />is as much yours as it is mine. We have to keep <br />the downtown area looking good. This downtown <br />area contributes a lot of tax revenue to this <br />town. <br />Szymanski: Why has it taken so long for this project to get <br />started? We need our Main Streets. <br />Brand read into the record a letter that was received from Cheri <br />Baily-Ruskus president of Business Answers. (Please see attached <br />letter). <br />Hornbostel: The beautification project that will begin in <br />1992- will that include curb and gutter? <br />Phare: We haven't really gone through this as of yet. I <br />don't have anything special in mind. <br />Hornbostel Is there anyway we can focus in on the sidewalks, <br />curb and gutters? <br />Franklin: The two blocks that the committee has talked about <br />would cost around $100,000 to $150,000. This <br />would be the replacement of the sidewalks, curbs <br />and gutters. <br />Hornbostel: Felt this issue should be a number one priority of <br />ours. <br />Davidson: Agreed with Hornbostel and felt this needs to be a <br />priority. If the money is really there then we <br />need to look at the CIP and we need to reset our <br />priorities. <br />Sackett: Felt the money should be spent to do the projects <br />that we are talking about. I had thought that we <br />were going to do some beautifications with those <br />dollars and I was thinking at the time that the <br />merchants were going to participate as well. I <br />think we should not have let the South Boulder <br />Road people off the hook. <br />Phare: There is no reason that the city can't ask for <br />recoveries that were put into South Boulder Road <br />at the time development occurs. The SID process <br />indicated that we didn't want to force the SID, <br />but we have every right to recover that $200,000 <br />if we think it is in our best interest at the time <br />development occurs.
