They were nominated for <br />their willingness to assist other employees and <br />their dedication to provide excellent service. <br />Each received a certificate of recognition and a <br />$100 check. <br />APPOINTMENT - LOUISVILLE URBAN RENEWAL AND HOUSING AUTHORITY <br />Mayor Fauson: Effective July 24, 1990, Carlyle Rowland resigned <br />from his position on the Louisville Urban Renewal <br />and Housing Authority Commission. According to <br />their Bylaws, vacancies shall be filled by the <br />Mayor after the letters of interest have been <br />reviewed. <br />Mayor Fauson: Appointed Randy Bartlett to the position of the <br />Louisville Urban Renewal and Housing Authority <br />Commission. <br />DISCUSSION/DIRECTION - PONDEROSA SUBDIVISION PUBLIC IMPROVEMENTS <br />Franklin: This issue has been discussed with residents from <br />Ponderosa Subdivision at a September 13 work <br />session. The intent of that was to have Council <br />direct the city on whether we could negotiate with <br />Flagstaff Enterprises and exchange a Letter of <br />Credit and a schedule of improvements completions <br />for the monies and unreturned credits that the <br />city currently holds. On October 4th the City <br />Administrator, Director of Public Works and myself <br />did hold a meeting with the homeowners and did <br />attempt to talk about the problem in Ponderosa and <br />what could or could not be done. The question <br />before you tonight is direction to staff as to <br />what needs to be done in the subdivision. The <br />memo that I provided to you identifies the history <br />of the subdivision. At present there are improve- <br />ments that have not been completed. There are <br />improvements that are completed, but yet to re- <br />ceive construction acceptance. Staff feels that <br />the city's cost to complete these improvements <br />would be approximately $108,000. The city does <br />have on hand unreturned credits for Major Thor- <br />oughfare Funds advanced payments, Public Service <br />street light refund, and a special guaranty fee. <br />These funds and fees total approximately $89,000. <br />When staff met with Council in the work session <br />our intent was to seek direction as to whether we <br />could exchange these fees and funds for a more <br />formal Letter of Credit. There are other alterna- <br />tives, which the city attorney has addressed. As <br />we seek direction, what happens with building <br />permits that are being requested in Ponderosa? <br />Another issue that was raised is the issue of the <br />contractors license and the consideration of <br />
