APPROVAL OF AGREEMENT AND REVOCABLE LICENSE BETWEEN CITY OF
LOUISVILLE AND DOWNTOWN BUSINESS ASSOCIATION - FARMER'S
MARKET
AUTHORIZATION TO PURCHASE ONE 1996 GEO-METRO - BUILDING &
PLANNING DEPARTMENT

PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA

Lowell Campbell, 586 Cleveland Avenue, Louisville, Colorado, was concerned about McCaslin
Boulevard being considered as a "gateway" to Louisville. He wanted to make sure Council did not
allow more conflicts in that area with higher impacts on the roadway. He felt McCaslin should be
improved and made safer. If the City was allowing the creation of value on the surrounding property,
the City should get something back for that. Concerning bike lanes, he received information from the
Colorado State Department of Transportation, which he passed on to Council and reviewed. He felt
there was a great deal of misinformation about cyclists, bicycling, and safety. He rides his bicycle
on the roads because they are safer than bike paths, which he stated was documented. He felt on-
street bike facilities should be considered before bike paths. He pointed out that the Colorado State
Board of Registration for Professional Engineers did not have a category for Traffic Engineers.

Davidson called for anyone else wishing to speak on any items not on the Agenda.

NONE

COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS
NOT ON THE AGENDA

NONE

REGULAR BUSINESS

PUBLIC HEARING/APPROVAL - CABLE TELEVISION RATE ORDER

Bill Blankenship, Human Resources Officer, stated that the proposed new rates had been reviewed
by the Metro Cable Television Consortium and had been found to be within FCC authorized rate
increases. Upon approval by Council, the rates would be implemented August 1, 1995, regarding
service charges and September 1, 1995, concerning equipment and installation charges.

Davidson opened the public hearing.

Kerry Kalbfleisch, Controller, Scripps Howard Cable, clarified that the rates had not been approved
by the Metro Cable Television Consortium. They approve the rates for Lafayette and Superior.
Although the rates for all three communities are identical.
