City Council <br /> Meeting Minutes <br /> March 18, 2014 <br /> Page 5 of 20 <br /> • Additional changes proposed in this version are similar to the March 4th version. <br /> • The following optional language was provided regarding demolition: <br /> — Section 7. The City Manager and City staff are hereby authorized and directed <br /> to make arrangements to have all buildings on the Property included those on the <br /> Improved Lot removed within 12 months after the date of closing on the Property. <br /> Staff has received letters of interest in the existing church building from Greenwood & <br /> Myers Mortuary and Temple Grandin School. There may be other businesses or <br /> organizations interested in the improved lot. If Council desired to explore having the <br /> improved lot used for something other than parks or open space, staff recommended <br /> conducting a Request for Proposal process to evaluate options. <br /> PUBLIC COMMENT <br /> Paula Palmer, 1603 Cottonwood Drive, Louisville, CO thanked the City Council for <br /> moving forward with the purchase of the property. She felt the ordinance should limit <br /> the land to be sold and noted this property is for parks and open space. She requested <br /> the Council conduct a participatory process in the development of the property so the <br /> citizens may have input. <br /> COUNCIL COMMENT <br /> Council member Jasiak addressed the northern portion of the property and stressed the <br /> importance of not selling any portion of the park and keeping it all open space and park. <br /> She felt it would be a park for the entire community and a public asset and not just a <br /> neighborhood park. <br /> Mayor Muckle expressed an interest in keeping the church structure and renting it out, <br /> instead of demolishing the building. If it is demolished, he favored saving the bell tower, <br /> which came from the old Baptist Church in Old Town. <br /> Council member Loo stated her original intent was to sell the front portion of the <br /> property. She felt the church parking could be used for the park. She urged Council to <br /> adopt the ordinance to preserve the best options for the City. She asked if Historic <br /> Preservation Funds could be used to preserve the bell tower, which was originally in Old <br /> Town. City Attorney Light explained according to the original ballot language, he did not <br /> believe the bell tower could be brought back to Old Town to access Historic <br /> Preservation Funds. <br /> Council member Stolzmann stated the Council is being asked to make a decision <br /> without having all the information. She was interested in a public meeting where <br /> various boards and committees and members of the public could brainstorm to <br /> determine the best use of the site. She was interested in knowing the one-time costs, <br /> the community benefit and the environmental sustainability. <br /> 30 <br />
