City Council
Meeting Minutes
March 18, 2014
• Additional changes proposed in this version are similar to the March 4th version.
• The following optional language was provided regarding demolition:
— Section 7. The City Manager and City staff are hereby authorized and directed
to make arrangements to have all buildings on the Property included those on the
Improved Lot removed within 12 months after the date of closing on the Property.
Staff has received letters of interest in the existing church building from Greenwood &
Myers Mortuary and Temple Grandin School. There may be other businesses or
organizations interested in the improved lot. If Council desired to explore having the
improved lot used for something other than parks or open space, staff recommended
conducting a Request for Proposal process to evaluate options.
PUBLIC COMMENT
Paula Palmer, 1603 Cottonwood Drive, Louisville, CO thanked the City Council for
moving forward with the purchase of the property. She felt the ordinance should limit
the land to be sold and noted this property is for parks and open space. She requested
the Council conduct a participatory process in the development of the property so the
citizens may have input.
COUNCIL COMMENT
Council member Jasiak addressed the northern portion of the property and stressed the
importance of not selling any portion of the park and keeping it all open space and park.
She felt it would be a park for the entire community and a public asset and not just a
neighborhood park.
Mayor Muckle expressed an interest in keeping the church structure and renting it out,
instead of demolishing the building. If it is demolished, he favored saving the bell tower,
which came from the old Baptist Church in Old Town.
Council member Loo stated her original intent was to sell the front portion of the
property. She felt the church parking could be used for the park. She urged Council to
adopt the ordinance to preserve the best options for the City. She asked if Historic
Preservation Funds could be used to preserve the bell tower, which was originally in Old
Town. City Attorney Light explained according to the original ballot language, he did not
believe the bell tower could be brought back to Old Town to access Historic
Preservation Funds.
Council member Stolzmann stated the Council is being asked to make a decision
without having all the information. She was interested in a public meeting where
various boards and committees and members of the public could brainstorm to
determine the best use of the site. She was interested in knowing the one-time costs,
the community benefit and the environmental sustainability.
30
