Council members Lao, Lipton and Mayor Pro Tern Dalton voted no. <br /> 2014 DOWNTOWN PARKING STUDY UPDATE <br /> Mayor Muckle requested a staff report. <br /> Planning Director Russ updated the City Council on the 2014 Downtown Parking and <br /> Pedestrian Action Plan. He reviewed the 2010 Parking Analysis Conclusions for <br /> Downtown and Old Town. The 2010 methodology covered Downtown for three days, <br /> Monday. Wednesday and Friday, during the following times of day: 9:00 am; 12:00 pm; <br /> 4:00 pm and 7:00 pm. The 2010 Parking Analysis Conclusions are as follows: <br /> • Numerous Vacancies and Underperforming Properties <br /> • High Utilization of On-Street Parking <br /> • Low Utilization of Off-Street Park <br /> • Special Event and Neighborhood Issues Not Studied <br /> The 2010 Parking and Pedestrian Action Plan recommendations included the following: <br /> • Add Parking (37 Spaces added) <br /> • Pine & Front Intersection (Built) <br /> • South Street Gateway (Final Design) <br /> • Seasonal Patios, not Permanent (Built) <br /> • Bittersweet Walkway (Built) <br /> • Signs and Wayfinding (Funded) <br /> In 2014, staff initiated an update to the Downtown Parking and Pedestrian Action Plan. <br /> The coverage was Downtown and Old Town, over four (4) days: Tuesday (July 16); <br /> Wednesday (July 17); Friday (July 26) and Saturday (July 27). The time of the day the <br /> parking was monitored was as follows: Downtown — Hourly (8:00 am — 8:00 pm); Old <br /> Town 7:00 am; 9:00 am; 12:00 pm and 7:00 pm. <br /> A Parking Action Committee was formed and will support staff in finalizing <br /> recommendations to City Council.
