Local Licensing Authority <br />Minutes <br />February 23, 2015 <br />Page 5 of 5 <br />noted the reports concerned intoxicated persons. Hanson agreed to draft the <br />letter and send it to Chairperson Machado for review. <br />C. Incident Report — Centennial Wine & Spirits — 1/15/15 <br />Police responded to a call of suspicious persons. The liquor store clerk had <br />refused service to some individuals because one was underage. When he <br />closed the store and left to catch the bus, he noticed them still in the area. He <br />then called the police. The report was forwarded to the Authority to show the <br />clerk's sound judgement in not selling to them in the first place. <br />Lipton moved the Secretary write a letter to the establishment commending him. <br />Tennessen seconded. All in favor. <br />Officer Redard reported Sergeant Lanphere had retired from the Louisville Police <br />Department. He noted he and Corporal Gordanier would be the police <br />department liaisons to the Authority. <br />Secretary's Report <br />No report. <br />Authority Attorney's Report <br />No report. <br />Authority Comment and Discussion Items for next meeting <br />Tennessen, referred to a conversation at a previous meeting concerning <br />questioning witnesses at show cause hearings. He noted the Rules of Procedure, <br />Rule 17 d. states "At a show cause hearing, any Authority member may question <br />any witness, including the Licensee." Authority Attorney Culley and Authority <br />members thanked him for his research. <br />Carlson updated the Authority on some current legislation. Powdered alcohol <br />was banned. There is movement to change common consumption areas to allow <br />manufacturing breweries to be included. HB 1217 would give local authorities <br />some say concerning tasting rooms attached to breweries. He noted this was to <br />be heard soon and he would report back. <br />Machado noted the Authority had already determined a quorum would be <br />available for next month and asked for any other comments. <br />Adjourn — Carlson moved to adjourn. Lipton seconded. All in favor. The <br />meeting was adjourned at 7:53 p.m. <br />
