City Council <br />Meeting Minutes <br />March 17, 2015 <br />Page 4 of 31 <br />• Timing of project cash flow requirements <br />• 2013 Flood related impacts <br />• Updated Tap Fee revenues and projections <br />• Updated to reflect approved 2015 -2019 Operations and Capital Improvements Budget <br />He noted the Utility Rate Task Force made recommendations for a 2014 update. He <br />reviewed the Recommended Rate Increases and noted the dollar increase and <br />percentage of increase for years 2014 —2019 for the average residential customer. <br />• 2014 — no change. <br />• 2015 $5.30 per month or 14.2% <br />• 2016- $6/0 per month or 15.7% <br />• 2017= $3.09 per month or 6.3% <br />• 2018 -MOO per month or 0.0% <br />• 2019 - $0.09 per month or 0.2% <br />2015 Rate Increase Components <br />• Wastewater (27 %) rate increase <br />• Cost of Service Adjustments for Residential and Non- Residential for Water and <br />Wastewater Rates <br />• Residential Average Winter Consumption (AWC) Sewer Rate Structure. <br />He compared the Base Rate Increases versus the Cost of Service Adjustment <br />Increases and reviewed the background of the recommended cost of service <br />adjustments from the 2013 Study. Future years have been impacted lythe flood, as <br />well as new projects, especially the wastewater plant construction. Loans will impact <br />both wastewater and stormwater and provide offset to the increases. <br />Staff recommended City Council approval of the utility rate increase. <br />COUNCIL COMMENT <br />Council member Lipton asked about a total bill for 2013. Public Works Director Kowar <br />noted the increase from 2013 to 2014 was 2 %o on water, 27% on wastewater and 30% <br />on stormwater amounting to approximately $32 per month. <br />PUBLIC COMMENTS <br />Mayor Muckle called for public comments and hearing none, called for Council <br />comments. <br />COUNCIL. COMMENTS <br />Council member Keany spoke to the large Commercial properties not occupied. Public <br />Works Director Kowar noted review will continue with the Water Committee and Council <br />for cost of service so it does not get out of line. <br />
