Fee revenue ($45,068) <br />• Removed 100% of the Construction Use Tax revenue ($187,284) in the <br />projections attributed to this project. This amount should not have been included <br />in the City's revenue projections, as the BCHA is exempt from sales and use <br />taxes. <br />• Removed 20% of the Parks & Trails Impact Fee revenue ($62,762) <br />• Removed 50% of the Municipal Facility Impact Fee revenue ($35,604) <br />• Removed 100% of the Transportation Impact Fee revenue ($25,150) <br />• Are all 2018 revenues <br />— Need to backfill Parks and Trails and Municipal Facilities Fees ($98,366) <br />— Don't have to backfill Transportation Impact Fee <br />• BCHA is improving Highway 42 and those improvements are a component of <br />this fee <br />— Impact Fee backfill would be in 2015 <br />• General Fund has funding available <br />— Street Construction contribution in 2018 budget <br />— BCHA is willing to be flexible on timing of payment <br />— Budget Year 2018 has a current estimated unobligated balance of $4,500,000 in the. <br />Capital Project Fund <br />— Allocating assistance in 2018 would not require cancelling or delaying any planned <br />projects. <br />— However, allocating the funding in 2018 would reduce City's ability to add projects to <br />the 2018 Capital Projects Budget. <br />Staff Justification <br />• Consistent with Council's goal to encourage additional affordable housing <br />
